| It was proposed at the 19th CPC National Congress that new growth points and new momentum should be developed in the sharing economy and other fields. The requirements for the development of new business types and modes such as the sharing economy was explicitly set forth at the Central Economic Work Conference and in the 2018 Government Work Report. For the purposes of thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era and the spirit of the 19th CPC National Congress, carrying out the arrangements at the Central Economic Work Conference and the requirements in the Government Work Report, accelerating the implementation of the Guiding Opinions on Promoting the Development of the Sharing Economy (No. 1245 [2017], NDRC), effectively responding to the new situations and problems emerging in the recent development of the sharing economy, and promoting the sound and positive development of the sharing economy, you are hereby notified of the relevant work requirements as follows. | | 党的十九大提出，在共享经济等领域培育新增长点、形成新动能。中央经济工作会议和2018年《政府工作报告》就发展共享经济等新业态新模式提出明确要求。为深入学习贯彻习近平新时代中国特色社会主义思想和党的十九大精神，落实中央经济工作会议部署和《政府工作报告》要求，加快实施《关于促进分享经济发展的指导性意见》（发改高技〔2017〕1245号），有效应对近期共享经济发展出现的新情况新问题，推动共享经济健康良性发展，现将有关工作要求通知如下。 |
| I. Establishing comprehensive governance mechanisms. Based on the local actual circumstances, the establishment of a departmental coordination mechanism pertinent to new business types and modes such as the sharing economy shall be researched without delay, a comprehensive regulatory mechanism featuring information exchange and mutual assistance in law enforcement shall be established, and a modern governance system featuring online and offline integration and departmental and regional coordination shall be developed. The role of local industry associations shall be maximized, and the formulation and implementation of industry code and self-regulation conventions shall be supported. | | 一、构建综合治理机制。结合本地实际，抓紧研究建立针对共享经济等新业态新模式的部门协调机制，构建信息互换、执法互助的综合监管机制，打造线上线下结合、部门区域协同的现代化治理体系。充分发挥地方行业协会作用，支持制定实施行业规范与自律公约。 |
| II. Advancing the implementation of classification governance. In accordance with the principle of “who grant approval are regulators, and who are in charge are regulators,” based on the business type and nature of the sharing economy, the main administrative service departments for various industries and fields shall be further specified, and its development stages shall be taken into account to accurately adjudge and thoroughly analyze the new situations and problems appearing in the course of development, formulate differentiated governance strategies in line with the growth characteristics of various industries and fields, and apply administration on a classification and breakdown basis. | | 二、推进实施分类治理。按照“谁审批、谁监管，谁主管、谁监管”的原则，根据共享经济业态属性，进一步明确各行业领域主要管理服务部门，并结合其发展阶段，准确判断和深入分析发展过程中出现的新情况新问题，制定适应各行业领域成长特点的差异化治理策略，分类细化管理。 |
III. Enforcing the primary responsibilities of enterprises. The people-centered development concept shall be put into practice, the primary responsibilities of platform enterprises shall be strictly enforced, and platform enterprises shall be supervised to improve their safety protection mechanisms, so as to practically guarantee the personal and property safety of consumers; the methodology combining artificial intelligence, big data, and other technical means with manual review shall be adopted to strengthen identity verification and content governance; a scientific and reasonable trading matching mechanism and pricing mechanism shall be developed to ensure trading fairness; and a convenient consumer comment and complaint processing mechanism shall be established to tighten the protection of consumer rights and interests.
