The construction of pilot free trade zones (“FTZs”) is a strategic measure of the CPC Central Committee and the State Council for comprehensively deepening reform and expanding opening up under new situations. For a period of time, the system innovation in FTZs has achieved fruitful results, and two groups of pilot reform experience have been replicated and promoted across the country in a centralized manner. Recently, four provinces and municipalities directly under the Central Government including Shanghai, Guangdong, Fujian and Tianjin and relevant departments have continuously accelerated the transformation of government functions, explored the innovation on the systems and mechanisms, actively served the national strategies, increased stress tests and risk prevention and control, urged FTZs to conduct bold explorations in investment, trade, finance and other respects, and formed a new batch of reform and innovation achievements in accordance with the deployments of the CPC Central Committee and the State Council.
