| Announcement on Amending the Annexes to the Measures for the Inspection and Administration of Exported Fireworks and Firecrackers and the Measures for the Inspection, Supervision and Administration of Imported Coatings | | 关于修改《出口烟花爆竹检验管理办法》《进口涂料检验监督管理办法》附件的公告 |
| The Measures for the Inspection and Administration of Exported Fireworks and Firecrackers (Issued by Order No. 9, State Administration of Entry-Exit Inspection and Quarantine on December 2, 1999) and the Measures for the Inspection, Supervision and Administration of Imported Coatings (Issued by Order No. 18, General Administration of Quality Supervision, Inspection and Quarantine on April 19, 2002) have been amended by the Order of the General Administration of Customs on Issuing the Decision of the General Administration of Customs to Amend Certain Rules (Order No. 238, GACC) and issued. The relevant matters are hereby announced as follows: | | 《出口烟花爆竹检验管理办法》（1999年12月2日国家出入境检验检疫局令第9号公布）、《进口涂料检验监督管理办法》（2002年4月19日国家质量检验检疫总局令第18号公布）已经《海关总署关于公布〈海关总署关于修改部分规章的决定〉的令》（署令第238号）修改并公布，现就有关事项公告如下： |
| The production enterprises of exported fireworks and firecrackers that have made registration shall file applications with the customs offices at the places where they are located in a timely manner, and complete the changes in the registration codes of production enterprises before July 1, 2018. An applicant for the recordation of imported coatings, whose Recordation Form for Imported Coatings is within the valid period, shall file an application with the customs office at the place where it is located in a timely manner, and complete the replacement of the Recordation Form for Imported Coatings before July 1, 2018. See Annexes for relevant materials. | | 已登记的出口烟花爆竹生产企业应及时向所在地海关提出申请，于2018年7月1日前完成生产企业登记代码变更。《进口涂料备案书》在有效期内的进口涂料备案申请人应及时向所在地海关提出申请，于2018年7月1日前完成《进口涂料备案书》换发。相关材料见附件。 |

| | 一、出口烟花爆竹生产企业登记条件 |
| | 1.具有工商营业执照和公安机关颁发的生产安全许可证。 |
| | 2.具有质量手册或质量管理的有关文件，文件不得缺少如下内容： |
| | （1）组织机构 |
| | Ａ、组织机构图 |
| | Ｂ、质量管理图 |
| | Ｃ、安全管理图 |
| | （2）质量管理 |
| | Ａ、企业质量方针和质量目标 |
| | Ｂ、企业质量管理制度 |
| | Ｃ、企业技术管理制度 |
| | Ｄ、各车间或各工序管理制度 |
| | Ｅ、原、辅材料进厂验收制度 |
| | Ｆ、各工序检验、成品验收制度 |
| | Ｇ、不合格品的控制和纠正措施 |
| | Ｈ、产品标识和质量信息反馈制度 |
| | （3）安全管理 |
| | Ａ、企业安全管理制度 |

| | Ｃ、生产设备安全使用与维修制度 |
| | 3.应当具有完整的生产技术文件 |
| | （1）产品工艺流程及工艺卡片 |
| | （2）产品图纸 |
| | （3）产品化学成份表 |
| | （4）产品企业标准及检验规程 |
| | 4.应当有经过海关培训考试合格的检验人员，能按照产品图纸，技术标准和工艺文件进行生产过程中检验。 |
| | 5.应当具有专用成品仓库。仓库应清洁，有通风防潮、防爆措施，库内产品应分类按品牌堆放，隔地、离墙堆码整齐。 |
| | 二、申请及审批程序 |
| | 1.申请登记的企业应向所在地海关正式提交书面登记申请。并提供有关生产、质量、安全等方面的有关资料。 |
| | 2.根据生产企业的申请，各直属海关由2-3人组成登记考核小组，按照本条件规定的内容对申请登记企业进行考核。 |
| | 3.对考核合格的企业，由各直属海关授予专用的登记代码，登记代码由海关按《出口烟花爆竹生产企业登记代码标记编写规定》编制。 |
| | 4.经考核不合格的企业，整改后可申请复核，经复核仍不合格，半年后才能重新申请。 |
