| It was a major strategic decision made by the CPC Central Committee with a view to the overall picture of China's reform and opening up and socialist modernization to make Hainan a province and special economic zone. The year of 2018 is the opening year to implement the spirit of the 19th CPC National Congress, the 40th anniversary of the reform and opening up, and 30th anniversary of Hainan becoming a province and special economic zone. Under the new historical conditions, for the purposes of fully implementing the spirit of the 19th CPC National Congress and the spirit of the important instructions of General Secretary Xi Jinping, further highlighting the significance of China's reform and opening up over the past 40 years, further underlining the significance that General Secretary Xi Jinping has led the people of all ethnic groups across the country in comprehensively deepening the reform and opening up since the 18th CPC National Congress, promoting Hainan in becoming a new benchmark to comprehensively deepen the reform and opening up in the new era, building up a new pattern of higher-level reform and opening up, and exploring the achievement of higher quality, more efficient, more equitable, and more sustainable development, the following opinions are hereby offered. | | 海南建省和兴办经济特区是党中央着眼于我国改革开放和社会主义现代化建设全局作出的重大战略决策。2018年是贯彻党的十九大精神的开局之年，是改革开放40周年，也是海南建省和兴办经济特区30周年。在新的历史条件下，为全面贯彻党的十九大精神和习近平总书记重要批示精神，更进一步凸显我国改革开放40年的重大意义，更进一步彰显党的十八大以来习近平总书记带领全国各族人民全面深化改革开放的重大意义，推动海南成为新时代全面深化改革开放的新标杆，形成更高层次改革开放新格局，探索实现更高质量、更有效率、更加公平、更可持续的发展，现提出以下意见。 |

| Hainan province was born and thrived attributed to the reform. In 1988, the CPC Central Committee approved that Hainan province establish a special economic zone. Over the past 30 years, Hainan province has honored the historical mission assigned by the CPC Central Committee and the State Council, boldly innovated, work diligently and bravely, boosted the significant achievements in economic and social development, developed the border island to an important window to China's reform and opening up, made game-changing changes, and provided the country with valuable experience. | It is a major national strategy personally planned, deployed, and promoted by General Secretary Xi Jinping to assign a new mission of reform and opening up to Hainan Special Economic Zone against the backdrop that socialism with Chinese characteristics has been in a new era, which is bound to have a significant and far-reaching impact on the building of a new pattern for China's reform and opening up. | 1. Guiding ideology. | 5. Deepening the supply-side structural reform. It shall be adhered to treating the real economy as the focus of economic development, and the improvement of the quality of the supply system shall be closely brought into focus in supporting the optimization and upgrading of traditional industries in Hainan, accelerating the development of modern service industries, and cultivating new momentum. The transformation and upgrading of tourism shall be promoted, the building of a tourism industry system based on sightseeing tourism, prioritizing leisure and vacation, featuring cultural tourism and health tourism shall be sped up, and the development of all-for-one tourism shall be furthered. Benchmarked against the international advanced level, the modern service industry shall be vigorously developed, and the innovation on and development of trade in services shall be hastened. The Network Power Strategy, the Big Data Strategy, and the "Internet plus" Action shall be implemented in an overall manner, the development of a new generation of information technology industries shall be vigorously advanced, and the deep integration of the Internet, the Internet of Things, big data, satellite navigation, and artificial intelligence with the real economy shall be boosted. The development of virtual reality technology shall be encouraged, and digital creative industries shall be vigorously developed. The marine economy shall be developed at a high starting point, the commercial exploitation of natural gas hydrates and seabed minerals in the South China Sea shall be actively furthered, private enterprises shall be encouraged to participate in the development of the resources in the South China Sea, the cultivation of marine life, seawater desalination and comprehensive utilization, marine renewable energy, research, development and application of oceanographic engineering equipment, and other emerging industries shall be forwarded, and the building of modern marine ranches shall be supported. | 6. Implementing the Innovation-Driven Development Strategy. Oriented to deep sea exploration, development and utilization of marine resources, aerospace applications, and other strategic fields, and Hainan shall be supported in arranging the building of a number of major scientific research infrastructure and condition platforms, building a major science and technology innovation base in the aerospace field and the National Deep Sea Base South Center, and establishing a strategic height for space science and technology innovation. The construction of the National South Breeding Scientific Research and Breeding Base (Hainan) shall be strengthened, a national tropical agricultural science center shall be built, and Hainan shall be supported in building a transit base for the introduction of global animal and plant germplasm resources. | 7. Deeply advancing the reform of the economic system. The reform of state-owned enterprises shall be deepened, the reform of the mixed ownership system at the group level shall be advanced, the corporate governance structure shall be refined, and the modern enterprise system shall be bettered. Various types of state-owned asset management systems shall be bettered, it shall be explored that the government directly authorizes state-owned capital investment and operating companies, the horizontal union, vertical consolidation, and professional restructuring of state-owned enterprises shall be sped up, and state-owned capital shall be promoted in pursuing excellence and expansion. The property rights protection regime shall be augmented, the building of government integrity and the business environment shall be intensified, the requirements and practices hindering the unity of the market and fair competition shall be reviewed and repealed, unfair competition shall be severely combated, entrepreneurship shall be stimulated and protected, the development of private enterprises shall be supported, and more market participants and social members shall be encouraged to devote themselves to innovation and entrepreneurship. The reform of agricultural reclamation shall be deepened, the group-based and farm enterprise-based reform in reclamation areas shall be advanced, the assetsization and capitalization of land shall be promoted in an orderly manner, and social capital shall be encouraged to participate in the reform of agricultural reclamation projects and state-owned farms by establishing agricultural industry investment funds and agricultural reclamation industry equity investment funds, and other means. The recognition, registration, and certification of the rights to use of collectively-owned construction land and homesteads in rural areas with the integration of buildings and land shall be advanced solidly, and the advancement of the pilot program of the reform of the regimes for rural land expropriation, marketing of collectively-owned commercial construction land, and homesteads across Hainan province shall be coordinated, and a price parity adjustment mechanism and an added value dispensation mechanism for construction land under different ownership and for different purposes shall be established to coordinate the income of farmers in different regions and possessing different types of land. The establishment of international energy, shipping, commodities, property rights, equities, carbon emissions, and other exchanges in Hainan in compliance with laws and regulations shall be supported. Investment and financing modes shall be innovated on, public-private partnership ("PPP") shall be applied in a well-regulated manner, and social capital shall be directed to participate in infrastructure and livelihood causes. Hainan shall be supported in carrying out comprehensive energy reforms with power and natural gas system reforms as priorities. The civil airport management system shall be straightened out, and the reform of the classification management of general aviation shall be pioneered. | | （七）深入推进经济体制改革。深化国有企业改革，推进集团层面混合所有制改革，健全公司法人治理结构，完善现代企业制度。完善各类国有资产管理体制，探索政府直接授权国有资本投资、运营公司，加快国有企业横向联合、纵向整合和专业化重组，推动国有资本做强做优做大。完善产权保护制度，加强政务诚信和营商环境建设，清理废除妨碍统一市场和公平竞争的规定与做法，严厉打击不正当竞争行为，激发和保护企业家精神，支持民营企业发展，鼓励更多市场主体和社会主体投身创新创业。深化农垦改革，推进垦区集团化、农场企业化改革，有序推行土地资产化和资本化，鼓励社会资本通过设立农业产业投资基金、农垦产业发展股权投资基金等方式，参与农垦项目和国有农场改革。扎实推进房地一体的农村集体建设用地和宅基地使用权确权登记颁证，在海南全省统筹推进农村土地征收、集体经营性建设用地入市、宅基地制度改革试点，建立不同权属、不同用途建设用地合理比价调节机制和增值收益分配机制，统筹不同地区、拥有不同类型土地的农民收益。支持依法合规在海南设立国际能源、航运、大宗商品、产权、股权、碳排放权等交易场所。创新投融资方式，规范运用政府和社会资本合作（PPP）模式，引导社会资本参与基础设施和民生事业。支持海南以电力和天然气体制改革为重点，开展能源综合改革。理顺民用机场管理体制，先行先试通用航空分类管理改革。 |
8. Raising the network-based and intelligent level of infrastructure. In accordance with the principles of moderate advancement, harmonization, security and efficiency, and intelligence and green, a number of major infrastructure projects shall be vigorously implemented so as to accelerate the building of a modern infrastructure system. A "digital Hainan" shall be built, the full coverage of fiber optic networks and high-speed mobile communication networks in urban and rural areas shall be furthered, the implementation of the Information Accessible to Villages and Households Projects shall be hastened, and particular endeavors shall be made to augment the capability of guaranteeing communications in the South China Sea. The national cybersecurity hierarchical protection regime shall be implemented, and the level of cybersecurity guarantees shall be raised. The reconstruction and expansion project for the Haikou Meilan International Airport shall be advanced, the front-end work on the new airport in Sanya, the Danzhou Airport, and the Dongfang/Wuzhishan Airport shall be conducted, and the direct international routes from Hainan to major global tourist generating regions shall be increased. Port resources shall be optimized and consolidated, and Haikou and Yangpu ports shall be supported in priority in becoming excellent and strong.
