| For the purposes of implementing the Notice of the Ministry of Finance, the Ministry of Industry and Information Technology, and the China Insurance Regulatory Commission on Carrying out the Pilot Program of the Insurance Compensation Mechanism for the First (Set of) Key Technological Equipment (No. 19 [2015], Ministry of Finance) and other relevant policies and requirements and organizing the effective implementation of the pilot program of the insurance compensation mechanism for the first (set of) technological equipment for 2018 and the subsequent years, the relevant matters are hereby notified as follows: | | 为贯彻落实《财政部工业和信息化部 保监会关于开展首台（套）重大技术装备保险补偿机制试点工作的通知》（财建〔2015〕19号）等有关政策要求，组织做好2018年及以后年度首台（套）重大技术装备保险补偿机制试点工作，现就有关事项通知如下： |
| I. Arrangements for filing an application for premium subsidies for 2018 and subsequent years | | 一、2018年及以后年度保费补贴申请安排 |
| 1. As from 2018, provincial industry and information technology departments shall be responsible for the acceptance of applications for premium subsidies from local manufacturing enterprises (including central enterprises). If an enterprise manufactures the equipment in the Guiding Catalog of First (Set of) Major Technological Equipment for Promotion and Application and purchases the first (set of) major technological equipment comprehensive insurance, or purchases insurance by electing generally accepted international insurance clause, an application for subsidies shall be filed when the equipment is delivered to the user, the insurance policy becomes effective, and accumulative premiums amount to 200,000 yuan, and for the same type of equipment products, an application shall be filed together. Renewal projects shall be insured, otherwise a review shall be conducted for a new insurance. Manufacturing enterprises, insurance institutions, and equipment users shall strictly abide by the relevant laws and regulations issued by the state, strengthen business management and control, and ensure the authenticity and accuracy of application materials. | | （一）自2018年起，由省级工业和信息化主管部门负责本地区制造企业（含央企）保费补贴资金申请受理工作。制造《首台（套）重大技术装备推广应用指导目录》内装备，且投保首台（套）重大技术装备综合险或选择国际通行保险条款投保的企业，在装备交付用户、保单正式生效、累计保费满20万元后集中申请补贴，同类装备产品集中申报。续保项目应保持连续投保，如不连续则按新投保审核。制造企业、保险机构和装备用户应严格遵守国家相关法律法规，加强业务管控，确保申请材料真实、准确。 |
2. For projects insured from March 16, 2017 to December 31, 2017, the application materials for premium subsidies shall be submitted prior to April 20, 2018. As from 2018, for projects insured from January 1 to December 31 of each year, application materials for premium subsidies shall be submitted prior March 10 of the subsequent year. Applicants shall submit relevant application materials under the Notice of the Ministry of Finance, the Ministry of Industry and Information Technology, and the China Insurance Regulatory Commission on Carrying out the Pilot Program of the Insurance Compensation Mechanism for the First (Set of) Key Technological Equipment (No. 19 [2015], Ministry of Finance), the Notice of the General Office of the Ministry of Finance, the General Office of the Ministry of Industry and Information Technology and the General Office of the China Insurance Regulatory Commission on Issues concerning the Pilot Program of the Insurance Compensation Mechanism for the First Piece (Set) of Crucial High-Tech Equipment (No. 82 [2015], General Office of the Ministry of Finance), the Notice of the General Office of the Ministry of Finance, the General Office of the Ministry of Industry and Information Technology and the General Office of the China Insurance Regulatory Commission on Issues concerning the Application for Subsidy Funds for Insurance Premium for the First Piece (Set) of Crucial High-Tech Equipment (No. 60 [2016], Ministry of Finance), and other existing relevant policies, attaching statements on the authenticity of business and materials duly issued by the manufacturing enterprise, user entity, and insurance institution and proof of receipt of the equipment duly issued by the user entity.
．．．．．． | | （二）2017年3月16日至2017年12月31日期间投保的项目，应于2018年4月20日前提交保费补贴资金申请材料。自2018年起，每年1月1日至12月31日期间投保的项目，应于下一年3月10日前提交保费补贴资金申请材料。申请人应按照财政部、工业和信息化部、原保监会《关于开展首台（套）重大技术装备保险补偿机制试点工作的通知》（财建〔2015〕19号），财政部办公厅、工业和信息化部办公厅、原中国保监会办公厅《关于首台（套）重大技术装备保险补偿机制试点工作有关事宜的通知》（财办建〔2015〕82号）、《关于申请首台（套）重大技术装备保费补贴资金等有关事项的通知》（财办建〔2016〕60号）等现有政策提交相关申请材料，同时需附制造企业、用户单位、保险机构分别正式出具的业务及材料真实性声明，以及用户单位正式出具的装备接收证明。
