| Announcement on Final Ruling of Anti-dumping Investigation against Imports of Ortho Chloro Para Nitro Aniline Originating in India | | 关于对原产于印度的进口邻氯对硝基苯胺反倾销调查最终裁定的公告 |
| In accordance with the Anti-dumping Regulations of the People's Republic of China (hereinafter referred to as the "Anti-dumping Regulations"), on February 13, 2017, the Ministry of Commerce (hereinafter referred to as the "Investigation Authority" or the "MOFCOM") issued Announcement No.4 of 2017, deciding to carry out anti-dumping investigation against imports of ortho chloro para nitro aniline (hereinafter referred to as the “Products under Investigation”) originating in India. | | 根据《中华人民共和国反倾销条例》（以下称《反倾销条例》）的规定，2017年2 月13日，商务部（以下称调查机关）发布2017年第4号公告，决定对原产于印度的进口邻氯对硝基苯胺（以下称被调查产品）进行反倾销立案调查。 |
| The Investigation Authority has investigated into the existence of dumping and dumping margin, the existence of damage to China's domestic industry of ortho chloro para nitro aniline caused by the Products under Investigation and the extent of such damage, as well as the causal relationship between the dumping and the damage. According to the investigation findings and Article 24 of the Anti-dumping Regulations, the Investigation Authority released on October 20, 2017, Announcement No.56 of 2017, preliminarily affirming that there was dumping of ortho chloro para nitro aniline originating in India and the domestic ortho chloro para nitro aniline industry was substantially damaged, and there was causal relationship between the dumping and the substantive damage. | | 调查机关对被调查产品是否存在倾销和倾销幅度、被调查产品是否对国内邻氯对硝基苯胺产业造成损害及损害程度以及倾销与损害之间的因果关系进行了调查。根据调查结果和《反倾销条例》第二十四条的规定，2017年10月20日，调查机关发布2017年第56号公告，初步认定原产于印度的进口邻氯对硝基苯胺存在倾销，中国邻氯对硝基苯胺产业受到了实质损害，并且倾销与实质损害之间存在因果关系。 |
Upon the preliminary ruling, the Investigation Authority continued its investigation into the dumping and dumping margin, the damage and the extent of such damage, as well as the causal relationship between the dumping and the damage. | The Investigation Authority finally affirms that there was dumping of ortho chloro para nitro aniline originated in India and the domestic ortho chloro para nitro aniline industry was substantially damaged, and there was causal relationship between the dumping and the substantive damage. | | 调查机关最终裁定，在本案调查期内，原产于印度的进口邻氯对硝基苯胺存在倾销，国内邻氯对硝基苯胺产业受到实质损害，而且倾销与实质损害之间存在因果关系。 |

The Investigation Authority, in accordance with Article 38 of the Anti-dumping Regulations, proposed suggestions on the levy of anti-dumping duties to the Customs Tariff Commission of the State Council, which then decided, as of February 13, 2018, to impose anti-dumping duties on imports of ortho chloro para nitro aniline originating in India.
