| For purposes of further improving the transparency of government procurement and optimizing the business environment for government procurement, in accordance with the relevant requirements of the Plan for the Deepening the Reform of Government Procurement System and the Notice by the Ministry of Finance of Promoting Fair Competition in Government Procurement and Optimizing Business Environment (No. 38 [2019], MOF), you are hereby notified of relevant work arrangements for the public disclosure of government procurement intentions as follows: | | 为进一步提高政府采购透明度，优化政府采购营商环境，根据《深化政府采购制度改革方案》和《财政部关于促进政府采购公平竞争优化营商环境的通知》（财库〔2019〕38号）有关要求，现就政府采购意向公开有关工作安排通知如下： |
| I. Attaching great importance to the public disclosure of procurement intentions | | 一、高度重视采购意向公开工作 |
| Advancing the public disclosure of procurement intentions is an important measure to optimize the business environment for government procurement. Effective public disclosure of procurement intentions is conducive to improving the transparency of government procurement and facilitating suppliers' early access to government procurement information, and plays an important role in ensuring the equal participation of various market players in government procurement activities, improving procurement performance and preventing and restraining corruption. All regions and all departments shall fully understand the significance of this work, attach great importance thereto and conduct meticulous organization to conscientiously and effectively disclose procurement intentions to the public. | | 推进采购意向公开是优化政府采购营商环境的重要举措。做好采购意向公开工作有助于提高政府采购透明度，方便供应商提前了解政府采购信息，对于保障各类市场主体平等参与政府采购活动，提升采购绩效，防范抑制腐败具有重要作用。各地区、各部门要充分认识此项工作的重要意义，高度重视、精心组织，认真做好采购意向公开工作。 |
| II. Steps to be taken to advance the public disclosure of procurement intentions | | 二、关于采购意向公开工作推进步骤 |
The public disclosure of procurement intentions shall follow the principle of “conducting the pilot program and step-by-step implementation.” The pilot program of the public disclosure of procurement intentions will be launched in 2020 among central budget entities and the municipal budget entities of Beijing Municipality, Shanghai Municipality and Shenzhen City. For procurement projects that will be implemented from July 1, 2020, central budget entities and the municipal budget entities of Beijing Municipality, Shanghai Municipality and Shenzhen City shall disclose procurement intentions to the public as required. All regions covered by the pilot program shall urge budget entities at other levels to conduct the public disclosure of procurement intentions as soon as possible based on actual local circumstances. Other regions may determine the time for public disclosure of procurement intentions based on actual local circumstances, and for procurement projects that will be implemented from January 1, 2021 by provincial budget entities and those that will be implemented from January 1, 2022 by budget entities below the provincial level, procurement intentions shall be disclosed to the public as required as a general rule; in those regions with good conditions, procurement intentions shall be disclosed to the public in advance.
．．．．．． | | 采购意向公开工作遵循“试点先行，分步实施”的原则。2020年在中央预算单位和北京市、上海市、深圳市市本级预算单位开展试点。对2020年7月1日起实施的采购项目，中央预算单位和北京市、上海市、深圳市市本级预算单位应当按规定公开采购意向。各试点地区应根据地方实际尽快推进其他各级预算单位采购意向公开。其他地区可根据地方实际确定采购意向公开时间，原则上省级预算单位2021年1月1日起实施的采购项目，省级以下各级预算单位2022年1月1日起实施的采购项目，应当按规定公开采购意向；具备条件的地区可适当提前开展采购意向公开工作。
