| Your letters as to requesting the launch of the pilot program of parallel import of automobiles have been received. Upon deliberation, the following reply is hereby made: | | 你们关于商请支持开展汽车平行进口试点的函收悉。经研究，现复函如下： |
| We support the launch of the pilot program of parallel import of automobiles in the Manzhouli Port in Inner Mongolia autonomous region, Zhangjiagang Bonded Port Area in Jiangsu province, Zhengzhou Railway Port in Henan province, Port of Chenglingji in Yueyang of Hunan province, Qinzhou Bonded Port Area in Guangxi Zhuang autonomous region, Port of Haikou in Hainan province, Chongqing Railway Port, and Qianwan Bonded Port Area in Qingdao and offer the following specific opinions. | | 我们支持在内蒙古自治区满洲里口岸、江苏省张家港保税港区、河南省郑州铁路口岸、湖南省岳阳城陵矶港、广西壮族自治区钦州保税港区、海南省海口港、重庆铁路口岸、青岛前湾保税港区开展汽车平行进口试点，同时，提出以下具体意见。 |
| I. Strengthening organization and leadership. A departmental coordination working mechanism in which the people's government at the provincial level (or the level of city under separate state planning) takes the lead shall be established to specify the responsibility of cities, innovate on administrative modes, heighten interim and ex-post regulation, and follow the principle of "who grants approval conducts regulation and is responsible" to effectively prevent and control various risks, maintain the lawful rights and interests of consumers, and effectively interpret and explain policies. | | 一、加强组织领导。建立省级（含计划单列市）人民政府牵头负责的部门协调工作机制，明确地方城市责任，创新管理模式，强化事中、事后监管，按照“谁批准、谁监管、谁负责”的原则，有效防控各类风险，保障消费者合法权益，并做好政策解读和说明。 |
| II. Improving work plans for the pilot program. By borrowing the tested experience from “one platform and four systems” i.e. one-stop public service platform, international market procurement system, trade facilitation customs clearance system, after-sales service warrant system and government regulatory information system, based on the local actual circumstances, the work plans for the pilot program shall be further improved, and the design of rules and establishment of mechanisms shall be constantly innovated on, so as to ensure a well-regulated and orderly pilot program. | | 二、完善试点工作方案。借鉴“一平台四体系” ，即一站式公共服务平台、国际市场采购体系、贸易便利通关体系、售后服务保障体系和政府监管信息体系等成熟经验，结合本地实际，进一步完善试点工作方案，不断创新制度设计及机制建设，确保试点工作规范有序进行。 |
III. Implementing relevant policy requirements. Automobiles for parallel import shall conform to the provisions relating to the administration of finished automobile import ports, and the relevant formalities shall be undergone according to the relevant provisions at the import ports and from the bonded port areas for import. The Technical Requirements for Operating Safety of Motor Vehicles (GB7258), the Road Vehicle—Vehicle Identification Number (VIN) (GB16735), and other mandatory requirements in the safety technical standards, quality standards, and emission standards for and technical specifications of motor vehicles issued by the state shall be met, and the China Compulsory Certification shall be obtained. Automobiles imported shall be automobiles whose emission inspection information, pollution control technology information, and relevant maintenance technology information have been disclosed to the public in accordance with the law, and the import of used vehicles and illegally refitted vehicles shall be disallowed. Regions under the pilot program shall conscientiously implement the relevant provisions of the Several Opinions of Eight Departments Including the Ministry of Commerce on the Pilot Program of Promoting Parallel Import of Automobiles (No. 50 [2016], Ministry of Commerce) and organize the launch of the pilot program according to the relevant provisions of the same. Bonded finished automobile storage business in qualified areas under special customs supervision and bonded logistics centers (type B) shall be allowed. The bonded storage of finished automobiles under parallel import is not required to be subject to a time limit but shall be governed by the specific provisions of the relevant authorities.
．．．．．． | | 三、落实有关政策要求。平行进口汽车应符合国务院整车进口口岸管理的相关规定，在进口口岸、出区进口时按照相关规定办理有关手续。应符合《机动车运行安全技术条件》（GB7258）、《道路车辆 车辆识别代号（VIN）》（GB16735）等国家机动车安全技术标准、质量标准、排放标准、技术规范的强制性要求并获得强制性产品认证。应进口已依法公开排放检验信息、污染控制技术信息和有关维修技术信息的车型车辆，不允许进口旧车和非法改装车。试点地区要认真执行《商务部等8部门关于促进汽车平行进口试点的若干意见》（商建发〔2016〕50号）有关政策规定，并按照其相关要求组织开展试点工作。允许在符合条件的海关特殊监管区域和保税物流中心（B型）开展汽车整车保税仓储业务。平行进口汽车整车保税仓储可不设期限，按照相关部门的具体规定执行。
