| For purposes of implementing the spirit of the important speeches regarding heightening the protection of intellectual property rights delivered by General Secretary Xi Jinping at the 16th Session of the Central Leading Group for Finance and Economy, and furthering the reform of the intellectual property right protection rules, upon research, it is decided to implement a group of reform measures in eight pilot comprehensive innovation and reform zones so as to endeavor to make substantial breakthroughs in the protection of intellectual property rights and create a good atmosphere stimulating innovation. Notification of relevant matters is hereby given as follows: | | 为贯彻落实习近平总书记在中央财经领导小组第十六次会议上关于加强知识产权保护的有关重要讲话精神，进一步深化知识产权保护制度改革，经研究，决定在8个全面创新改革试验区域部署一批改革举措，力争在知识产权保护方面取得实质性突破，营造激励创新的良好氛围。现将有关事项通知如下： |
| I. Effectively replicating and promoting the achievements in the reform of protection of intellectual property rights. All pilot reform zones shall conscientiously implement the requirements of the Notice of the General Office of the State Council on Promoting Reform Measures Supporting Innovation (No. 80 [2017], General Office of the State Council), practically replicate and promote the reform measures of "one-stop services for quick examination, confirmation, and defense service of patent," shorten the period of patent examination, raise the efficiency of defense service of intellectual property rights, reduce the costs of defense service for enterprises, and motivate and animate enterprise innovation. | | 一、抓好知识产权保护改革成果的复制推广。各改革试验区域要认真落实《国务院办公厅关于推广支持创新相关改革举措的通知》（国办发〔2017〕80号）要求，切实抓好“专利快速审查、确权、维权一站式服务”改革举措的复制推广工作，缩短专利审查周期，提升知识产权维权效率，降低企业维权成本，激发企业创新的动力与活力。 |
II. Vigorously exploring the reform of the comprehensive administration of intellectual property rights. All pilot reform zones shall, based on local actual circumstances, promote the formation of a comprehensive administration system for intellectual property rights featuring well-defined powers, reasonable division of labor, powers consistent with responsibilities, and efficient operation, forge a whole chain of creation, use, protection, and administration of and services for intellectual property rights, and effect the comprehensive benefits of various intellectual property rights. The building of strong intellectual property right provinces and municipalities shall be solidly advanced, a group of intellectual property right protection centers shall be built in advantageous industry clustering areas, and endeavors shall be made to build intellectual property right protection demonstrating zones.
