| Article 1 For the purposes of promoting the sound development of standardization in the insurance industry and enhancing the standardability and scientificity of the standardization work in the insurance industry, in accordance with the Standardization Law of the People's Republic of China, the Measures for the Administration of the China National Standardization Technical Committee, the Plan for Deepening the Reform of the Insurance Standardization Work and other laws and regulations, these Measures are developed in light of the reality of the insurance standardization work. | | 第一条 为促进保险业标准化健康发展，提高保险业标准化工作的规范性和科学性，根据《中华人民共和国标准化法》《全国专业标准化技术委员会管理办法》《深化保险标准化工作改革方案》等法律法规和监管要求，结合保险标准化工作实际，制定本办法。 |
| Article 2 These Measures shall apply to the relevant work and management procedures of the national standards, industry standards and group standards for insurance. | | 第二条 本办法适用于保险国家标准、行业标准、团体标准相关工作与管理流程。 |
| Article 3 For the purpose of these provisions, “insurance institutions” include insurance group (holding) companies, insurance companies, insurance asset management companies and insurance intermediaries legally formed within the territory of the People's Republic of China. | | 第三条 本规定所称保险机构包括在中华人民共和国境内依法设立的保险集团（控股）公司、保险公司、保险资产管理公司、保险专业中介机构。 |

| Article 5 The insurance standardization work shall be subject to the centralized administration of the China Insurance Regulatory Commission (“CIRC”) in a unified manner. The Insurance Subcommittee of the China Financial Standardization Technical Committee (hereinafter referred to as the “Insurance Subcommittee”) shall, under the organization and leadership of the CIRC and under the business guidance of the Standardization Administration of the People's Republic of China (“SAC”) and the China Financial Standardization Technical Committee (“CFSTC”), be specifically responsible for the development of the plan for insurance standardization development, the establishment and maintenance of the insurance standards system and the development and revision of the national standards and industry standards, among others. | | 第五条 保险标准化工作由中国保险监督管理委员会（简称保监会）统一归口管理。全国金融标准化技术委员会保险分技术委员会（以下简称“保标委”）在保监会组织领导下，在国家标准化管理委员会（以下简称“国家标准委”）、全国金融标准化技术委员会（以下简称“金标委”）的业务指导下，具体负责保险标准化发展规划制定、保险标准体系的建立与维护，以及国家标准、行业标准制修订等工作。 |
| Article 6 The insurance societies shall be responsible for coordinating their members and developing and revising the standards of the insurance groups. The group standards shall be independently developed and issued by the social insurance organizations, and administrative licensing shall not be set for the administration of group standards. Mature and stable group standards may be raised to industry standards upon application under the project establishment procedures for industry standards. | | 第六条 保险社会团体负责协调团体成员，制定和修订保险团体标准。团体标准由保险社会团体自主制定和发布，对团体标准的管理不设行政许可。成熟稳定的团体标准可按照行业标准立项程序申请上升为行业标准。 |
| The CIRC shall organize the Insurance Subcommittee to be responsible for the overall coordination of group standards; regulate, direct and supervise the development of the group standards; and ensure the mutual connection and unification between the group standards and the national insurance standards and industry standards. | | 保监会组织保标委负责团体标准的总体协调，对团体标准的制定进行规范、引导和监督，确保团体标准之间及与保险国家标准、行业标准的相互衔接和统一。 |
Article 7 As the management institution for the standardization work in the insurance industry, the CIRC shall be primarily responsible for directing and organizing the Insurance Subcommittee to carry out the standardization work in the insurance industry, approving and issuing the industry standards, and supervising and inspecting the national standards and industry standards.
