| Opening up to the world is the basic national policy of China, and under the unified arrangements and leadership of the CPC Central Committee and the State Council, foreign economic cooperation is steadily advanced. Through the building of the "Belt and Road" and foreign economic cooperation, China's industry distribution has been constantly optimized, products, talents, technologies, standards and culture have been "striding overseas", overseas national interests have been steadily expanded, and the economic and social development of cooperating countries has been effectively promoted, so as to realize mutual benefits, a win-win situation, inclusiveness and sharing. According to the Notice of the State Council on Issuing the Outline of the Plan for the Development of a Social Credit System (2014-2020) (No. 21 [2014], State Council) and the Guiding Opinions of the State Council on Establishing and Improving a System of Joint Incentive for Honesty and Joint Punishment for Dishonesty and Accelerating the Advancement of the Development of Social Honesty (No. 33 [2016], State Council), the following opinions are hereby offered for the purposes of strengthening the development of a credit system in the foreign economic cooperation field, regulating the order of foreign economic cooperation, and raising participants' awareness of good faith in the foreign economic cooperation field, and creating a good foreign economic cooperation environment. | | 对外开放是我国的基本国策，在党中央、国务院的统一部署和领导下，对外经济合作稳步推进。通过“一带一路”建设、对外经济合作，我国产业布局不断优化，产品、人才、技术、标准和文化大踏步“走出去”，国家海外利益稳步拓展，同时也实实在在地促进了合作国经济社会发展，从而实现互利共赢、包容共享。根据《国务院关于印发社会信用体系建设规划纲要（2014-2020年）的通知》（国发〔2014〕21号）和《国务院关于建立完善守信联合激励和失信联合惩戒制度加快推进社会诚信建设的指导意见》（国发〔2016〕33号），为加强对外经济合作领域信用体系建设，规范对外经济合作秩序，提高对外经济合作领域参与者的诚信意识，营造良好的对外经济合作大环境，现提出如下意见。 |

| Establishing and improving a credit system featuring performance of entity responsibility by enterprises and lawful regulation by the government, extensively participated in by the general public, is helpful to effectively protect the national interests, reputation and security in opening up to the world, effectively regulate the conduct of participants and the market order in foreign economic cooperation, create a good foreign economic cooperation environment featuring observance of the law, compliance, good quality, good faith, fairness and openness, and orderly competition, effectively raise the awareness of good faith of participants in foreign economic cooperation, improve foreign economic cooperation, and build a good image. | | 建立健全企业履行主体责任、政府依法监管和社会广泛参与的信用体系，有利于在对外开放中有效维护国家利益、声誉和安全，有效规范对外经济合作参与者的行为和市场秩序，营造守法、合规、优质、诚信、公平开放、竞争有序的对外经济合作大环境，有效提高对外经济合作参与者诚信意识，提高对外经济合作水平，树立良好形象。 |

| We shall comprehensively implement the spirit of the 19th CPC National Congress, follow the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, according to the overall requirements of the CPC Central Committee and the State Council for the development of a credit system, accelerate the building of credit records in the foreign economic cooperation field, promote the application and sharing of credit information, and establish a mechanism of joint punishment for dishonesty, and effectively regulate the order of foreign economic cooperation and the conduct of participants. | | 全面贯彻落实党的十九大精神，以习近平新时代中国特色社会主义思想为指引，按照党中央、国务院对信用体系建设的总体要求，加快对外经济合作领域信用记录建设，推动信用信息共享应用，建立失信联合惩戒机制，有效规范对外经济合作秩序和参与者行为。 |
| Rules for the collection and sharing of credit information in the foreign economic cooperation field shall be developed and improved, the security of organizations, personal privacy and information shall be strictly protected, and public disclosure and application of credit information shall be advanced in accordance with the laws and regulations. The development of credit products in foreign economic cooperation field shall be encouraged, credit information and credit products shall be used, and the enforcement of joint punishment for dishonesty shall be promoted, so as to benefit the honest, restrict the dishonest, and intensify negative punishment. | | 建立健全对外经济合作领域信用信息采集、共享规则，严格保护组织、个人隐私和信息安全，依法依规推进信用信息公开和应用。鼓励开发对外经济合作领域信用产品，使用信用信息和信用产品，推动实施失信联合惩戒，使守信者受益，失信者受限，增强负面惩戒的力度。 |
