| For the purposes of facilitating the obtainment of government information of the China Banking Regulatory Commission (“CBRC”) by citizens, legal persons and other organizations in a rapid and accurate manner, these Guidelines are developed in accordance with the requirements of the Regulation of the People's Republic of China on the Disclosure of Government Information and in light of the actual circumstances of the banking sector. | | 为了便于公民、法人和其他组织快速、准确地获取银监会的政府信息，根据《中华人民共和国政府信息公开条例》的要求，结合银行业实际情况，制定本指南。 |
| I. Openness principle | | 一、公开的原则 |
| The CBRC shall disclose government information under the following principles: | | 银监会公开政府信息遵循下列原则： |
| 1. Fairness, impartiality and convenience for the people. | | （一）公正、公平、便民； |
| 2. Being conducive to maintaining financial stability, promoting the legal and stable operation of banking financial institutions, and protecting the lawful rights and interests of depositors and other clients. | | （二）有利于维护金融稳定，促进银行业金融机构合法、稳健运行，保护存款人和其他客户的合法权益； |

| The disclosure of government information of the CBRC covers active disclosure and disclosure upon application. | | 银监会的政府信息公开包括主动公开和依申请公开。 |
