| Measures for the Administration of the State Forestry Administration Delegating the Implementation of Forestry Administrative Licensing Matters | | 国家林业局委托实施林业行政许可事项管理办法 |
| Article 1 These Measures are developed for the purposes of regulating the delegation of implementation of forestry administrative licensing matters in accordance with the provisions of the Administrative License Law of the People's Republic of China and other laws and regulations. | | 第一条 为了规范委托实施林业行政许可事项行为，根据《中华人民共和国行政许可法》等法律法规的规定，制定本办法。 |
| Article 2 These Measures apply to the delegation of implementation of forestry administrative licensing matters by the State Forestry Administration. | | 第二条 国家林业局委托实施林业行政许可事项，适用本办法。 |
| The implementation of forestry administrative licensing matters shall be delegated by the principles of legality, openness, fairness, equity, public convenience, and efficiency. | | 委托实施林业行政许可事项，应当遵循合法、公开、公平、公正、便民、高效的原则。 |
| Article 3 The State Forestry Administration may delegate the implementation of forestry administrative licensing matters, which the State Forestry Administration shall implement as provided by laws or administrative regulations, to the forestry departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government or other departments conforming to the provisions of law. | | 第三条 法律、行政法规规定由国家林业局实施的林业行政许可事项，国家林业局可以委托省、自治区、直辖市人民政府林业主管部门或者符合法律规定的其他机关实施。 |
| Article 4 The management division of administrative licensing of the State Forestry Administration may, based on the need of the work of the operating division of administrative licensing and the requirements for the reform of local administrative licensing systems, offer proposals for the delegation of implementation of forestry administrative licensing matters and request deliberation of them at the executive meeting of the State Forestry Administration. | | 第四条 国家林业局行政许可管理机构可以根据行政许可承办机构工作需要和地方行政审批制度改革要求，提出委托实施林业行政许可事项的建议，报请国家林业局局务会议审议。 |
| The State Forestry Administration shall delegate the implementation of forestry administrative licensing matters, taking into account the capacity of the departments so delegated, obtaining their opinions. | | 国家林业局委托实施林业行政许可事项，应当考虑拟受委托机关的承接能力，并征求拟受委托机关的意见。 |
