| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 This Regulation is developed for the purposes of strictly controlling the construction of halls and guesthouses by state organs and organizations, practicing strict economy, and combating waste. | | 第一条 为了严格控制机关、团体建设楼堂馆所，厉行节约、反对浪费，制定本条例。 |
| Article 2 The construction of halls and guesthouses by state organs and organizations shall be governed by this Regulation. | | 第二条 机关、团体建设楼堂馆所，适用本条例。 |
| For the purpose of this Regulation, “construction” means new construction, expansion, reconstruction and purchase; “halls and guesthouses” means the office premises, training centers and other various premises and facilities with accommodation, meeting, catering and other reception functions. | | 本条例所称建设，是指新建、扩建、改建、购置；所称楼堂馆所，是指办公用房以及培训中心等各类具有住宿、会议、餐饮等接待功能的场所和设施。 |
| Article 3 For the construction of office premises, the approval procedures shall be strictly undergone and the construction standards shall be strictly implemented. No office premises shall be constructed without approval. | | 第三条 建设办公用房应当严格履行审批程序，严格执行建设标准。未经批准，不得建设办公用房。 |
| It is forbidden to construct office premises in the name of buildings for technical business, etc. or set up office premises in buildings for technical business in violation of the regulation. | | 禁止以技术业务用房等名义建设办公用房或者违反规定在技术业务用房中设置办公用房。 |
| Article 4 The office premises shall be constructed under the principles of simplicity, practicalness, safety and energy conservation. | | 第四条 建设办公用房应当遵循朴素、实用、安全、节能的原则。 |
| The National Development and Reform Commission shall, jointly with the Ministry of Housing and Urban-Rural Development and the Ministry of Finance, develop the standards for the construction of office premises, and announce them to the public. | | 国务院发展改革部门会同国务院住房城乡建设部门、财政部门制定办公用房建设标准，并向社会公布。 |
| Article 5 No state organ or organization shall construct training centers and other various premises and facilities with accommodation, meeting, catering and other reception functions. | | 第五条 机关、团体不得建设培训中心等各类具有住宿、会议、餐饮等接待功能的场所和设施。 |
| Chapter II Project Approval | | 第二章 项目审批 |
| Article 6 To construct office premises, an entity shall submit the project proposal, feasibility study report and preliminary design to the authority in charge of project approval (hereinafter referred to as the “approval authority”); and an entity that purchases office premises is not required to submit the preliminary design. | | 第六条 建设办公用房的，应当向负责项目审批的机关（以下简称审批机关）报送项目建议书、可行性研究报告、初步设计；购置办公用房的，不报送初步设计。 |
| According to the specific circumstances of office premises project, with the approval of the approval authority, the project proposal, feasibility study report and preliminary design may be jointly developed and submitted. | | 根据办公用房项目的具体情况，经审批机关同意，项目建议书、可行性研究报告、初步设计可以合并编制报送。 |
| Article 7 The approval authority for office premises projects and its approval power shall be governed by the relevant provisions issued by the state. | | 第七条 办公用房项目的审批机关及其审批权限，按照国家有关规定执行。 |
| Article 8 An approval authority shall strictly examine the office premises projects and verify the construction contents, construction scale and estimate budget of investment in accordance with the construction standards. | | 第八条 审批机关应当严格审核办公用房项目，按照建设标准核定建设内容、建设规模和投资概算。 |
| Article 9 An office premises project falling under one of the following circumstances shall not be approved by the approval authority: | | 第九条 |
| (1) It falls under the circumstance under which the construction of office premises is prohibited. | | （一）属于禁止建设办公用房的情形； |
| (2) The necessity of construction is insufficient. | | （二）建设的必要性不充分； |
| (3) The sources of construction funds do not conform to the provisions. | | （三）建设资金来源不符合规定； |
| (4) The construction contents, construction scale and other items do not meet the construction standards. | | （四）建设内容、建设规模等不符合建设标准； |
| (5) Other circumstances under which it shall not be approved. | | （五）其他不得批准的情形。 |
| Article 10 For an unapproved office premises project, planning, land use, construction and other relevant formalities shall not be undergone, and budget or allocated funds shall not be arranged. | | 第十条 对未经批准的办公用房项目，不得办理规划、用地、施工等相关手续，不得安排预算、拨付资金。 |
| Article 11 An office premises project shall be designed and constructed in accordance with the construction contents, construction scale and investment budget verified by the approval authority. Where investment budget is indeed required to be increased due to the adjustment to national policies, rise in price, significant changes in geological conditions and other reasons, approval of the original approval authority shall be obtained. | | 第十一条 办公用房项目应当按照审批机关核定的建设内容、建设规模和投资概算进行设计、施工。因国家政策调整、价格上涨、地质条件发生重大变化等原因确需增加投资概算的，应当经原审批机关批准。 |
Article 12 The approval authority shall improve the approval workflow, and establish and improve the approval work responsibility system and the internal supervision mechanism.
