On September 25, 2017, the State Council issued the Decision of the State Council on Canceling a Group of Administrative Licensing Items (No. 46 [2017] of the State Council, hereinafter referred to as the “Decision”), in which two administrative licensing items involving the Ministry of Agriculture and one administrative licensing item to be implemented by local authorities as designated by the Central Government are included (see the Annex). From the date of issuance of the Decision, the Ministry of Agriculture and local competent administrative departments of fishery shall no longer implement the aforesaid three administrative licensing items.
