| For purposes of further implementing the spirit of the important instructions on the work of intellectual property rights given by General Secretary Xi Jinping at the 16th Session of the Central Leading Group on Financial and Economic Affairs and the Opinions of the State Council on Strengthening the Work of Cracking down on Infringement upon Intellectual Property Rights and Production and Sale of Fake and Inferior Commodities under the New Situation, implementing the spirit of the National Industry and Commerce and Market Supervision Work Conference, and increasing the efforts of cracking down on the act of trademark infringement, the State Administration for Industry and Commerce (“SAIC”) has decided to carry out the special campaign of “traceability” for cracking down on trademark infringement in the whole system from September 2017 to February 2018. The Plan for the Special Campaign is hereby developed as follows: | | 为深入贯彻落实习近平总书记在中央财经领导小组第十六次会议关于知识产权工作的重要指示精神和《国务院关于新形势下加强打击侵犯知识产权和制售假冒伪劣商品工作的意见》，落实全国工商和市场监管工作座谈会精神，加大对商标侵权行为的打击力度，工商总局决定自2017年9月至2018年2月在全系统开展打击商标侵权“溯源”专项行动。现制定专项行动方案如下： |
| I. Overall Objectives | | 一、总体目标 |
By insisting on problem-orientation, the new situation of cracking down on trademark infringement on the current market shall be actively handled, the internal and external communication and coordination, information sharing and law enforcement collaboration in the system shall be effectively strengthened, cooperation with the right holders, industry associations, e-commerce platforms and other relevant sides shall be effectively carried out, by focusing on well-known trademarks, geographical indications, foreign trademarks and time-honored trademarks, the efforts of tracing the source of trademark infringement cases shall be increased, and the production and sale of trademark infringing commodities, manufacturing of registered trademark indications and other links shall be cracked down on. Priority shall be given to the resolving of the focal issue on the protection of the exclusive right to use trademarks, the regional and industrial risks of trademark infringement shall be effectively prevented and curbed, the trademark administrative law enforcement efficiency shall be effectively enhanced, and joint efforts shall be made for creating a fair competitive market environment and safe consumption environment.
