| A national technology transfer system is an ecosystem where continuous achievements in science and technology are promoted and the dissemination, movement, sharing, and application of achievements in science and technology are driven to realize their economic and social values. Developing and improving a national technology transfer system is of great significance in promoting the capitalization and industrialization of achievements in science and technology, improving the overall efficiency of the national innovation system, stimulating innovation and entrepreneurship in the whole society, and promoting the close combination of science and technology with the economy. The CPC Central Committee and the State Council have attached great importance to technology transfer. Since its reform and opening up, China has witnessed continuous achievements in science and technology, the orderly development of the technology market, and increasingly active technology trading, but also been confronted with problems such as obstacles in the technology transfer chain, weak teams of professionals, and deficiencies in systems and mechanisms, requiring imminent action to strengthen the system design, develop a national technology transfer system conforming to science and technology innovation patterns, technology transfer patterns, and patterns of industry development, comprehensively improve the capability of science and technology supply, transfer and dissemination, and promote quicker translation of scientific and technological achievements into the realistic driving force for economic and social development. This Plan is made for purposes of implementing in depth the Law of the People's Republic of China on Promoting the Transformation of Achievements in Science and Technology and accelerating the development and improvement of a national technology transfer system. | | 国家技术转移体系是促进科技成果持续产生，推动科技成果扩散、流动、共享、应用并实现经济与社会价值的生态系统。建设和完善国家技术转移体系，对于促进科技成果资本化产业化、提升国家创新体系整体效能、激发全社会创新创业活力、促进科技与经济紧密结合具有重要意义。党中央、国务院高度重视技术转移工作。改革开放以来，我国科技成果持续产出，技术市场有序发展，技术交易日趋活跃，但也面临技术转移链条不畅、人才队伍不强、体制机制不健全等问题，迫切需要加强系统设计，构建符合科技创新规律、技术转移规律和产业发展规律的国家技术转移体系，全面提升科技供给与转移扩散能力，推动科技成果加快转化为经济社会发展的现实动力。为深入落实《中华人民共和国促进科技成果转化法》，加快建设和完善国家技术转移体系，制定本方案。 |

The market shall play a decisive role in promoting technology transfer, and the functions of the market to accelerate the pervasion and dissemination of science and technology and promote the optimization of allocation of elements of innovation shall be enhanced. | By 2020, a national technology transfer system adapted to new conditions will have taken shape, as well as an interconnected technology market; market-oriented technology transfer bodies and professional technology transfer talent teams will have achieved marked growth and expansion; technology, capital, talents and other elements of innovation will have been organically integrated; technology transfer channels will have been more efficient; international technology transfer oriented to countries along "Belt and Road" will have been extensively conducted; and systems and mechanisms favorable to the capitalization and industrialization of scientific and technological achievements will have been basically established. | | 到2020年，适应新形势的国家技术转移体系基本建成，互联互通的技术市场初步形成，市场化的技术转移机构、专业化的技术转移人才队伍发展壮大，技术、资本、人才等创新要素有机融合，技术转移渠道更加畅通，面向“一带一路”沿线国家等的国际技术转移广泛开展，有利于科技成果资本化、产业化的体制机制基本建立。 |

| Developing and improving a national technology transfer system is a systematic project, requiring attention to the development of an efficient and coordinated national innovation system, consideration of the whole process, the entire chain, and all elements of technology transfer, and a system layout in terms of basic architecture, transfer channels, and support and guarantee. | | 建设和完善国家技术转移体系是一项系统工程，要着眼于构建高效协同的国家创新体系，从技术转移的全过程、全链条、全要素出发，从基础架构、转移通道、支撑保障三个方面进行系统布局。 |

| Demand-oriented supply of scientific and technological achievements shall be enhanced. Enterprises shall play a primary role in investing in the research and development and organizing the implementation of science and technology projects in market-oriented categories, and enterprises and other parties demanding technologies shall be propelled to deeply participate in the whole process of organization and implementation such as project process management, inspection and assessment. The tasks for achievement transformation shall be specified in major national science and technology projects, evaluation indicators directly related to transformation shall be set, and the "egg laying" mechanism shall be improved, to shorten the distance of achievements to the market. Universities and scientific research institutes shall be directed to conduct technology innovation, transfer, and transformation based on their developmental orientations and in close proximity to market demand; and the submission and use of annual reports on the transformation of scientific and technological achievements of universities and scientific research institutes shall be enhanced. | | 强化需求导向的科技成果供给。发挥企业在市场导向类科技项目研发投入和组织实施中的主体作用，推动企业等技术需求方深度参与项目过程管理、验收评估等组织实施全过程。在国家重大科技项目中明确成果转化任务，设立与转化直接相关的考核指标，完善“沿途下蛋”机制，拉近成果与市场的距离。引导高校和科研院所结合发展定位，紧贴市场需求，开展技术创新与转移转化活动；强化高校、科研院所科技成果转化情况年度报告的汇交和使用。 |
| Collaboration in technology transfer among enterprises, universities, and scientific research institutes shall be promoted. National technology innovation centers, manufacturing innovation centers, and other platforms and vehicles shall play their roles in driving the transfer and dissemination of major and critical technologies. A group of pilot plant test and maturing bases focusing on scientific and technological achievements in segments shall be established by depending on enterprises, universities, and scientific research institutes; the appraisal of technology maturity shall be promoted; and the application of technological achievements on a certain scale shall be promoted. Enterprises shall be supported in taking the lead in establishing strategic leagues for industrial technology innovation together with universities and scientific research institutes to promote technology transfer and dissemination by technology cross-licensing, creation of patent pools, and other means. New types of research and development institutions shall be developed at a faster pace, and new mechanisms for research and development of common technologies and technology transfer shall be explored. Societies, industry associations, research institutes, and other science and technology groups shall fully play to their strengths, for the joint promotion of technology transfer through a union of collaboration among enterprises, universities, and scientific research institutes. | | 促进产学研协同技术转移。发挥国家技术创新中心、制造业创新中心等平台载体作用，推动重大关键技术转移扩散。依托企业、高校、科研院所建设一批聚焦细分领域的科技成果中试、熟化基地，推广技术成熟度评价，促进技术成果规模化应用。支持企业牵头会同高校、科研院所等共建产业技术创新战略联盟，以技术交叉许可、建立专利池等方式促进技术转移扩散。加快发展新型研发机构，探索共性技术研发和技术转移的新机制。充分发挥学会、行业协会、研究会等科技社团的优势，依托产学研协同共同体推动技术转移。 |
Technology transfer in the fields in urgent need in economic and social development shall be promoted. Surrounding the major demands for science and technology in environment control, precision poverty alleviation, health care, public security, and other social and livelihood fields, clinical medicine research centers and other public welfare technology transfer platforms shall play their roles in issuing guiding catalogs of public-welfare technological achievements and conducting demonstration, promotion, and application, so that people can share their advanced scientific and technological achievements. Focus shall be placed on strategically contested fields impacting long-term development, the connection between technology supply and demand shall be strengthened, and the promotion of transformation and application of major scientific and technological achievements shall be accelerated. Aimed at critical fields with extensive coverage and marked economic benefits, such as artificial intelligence, the promotion and application of critical common technologies shall be strengthened to promote transformation and upgrading of industries. Oriented to the demand for science and technology in agricultural and rural economic and social development, the role of a diversified agricultural technology promotion system dominated by public welfare agricultural technology promotion institutions and supplemented by social service organizations shall be maximized, and the development of an agricultural technology transfer system shall be strengthened.
