The housing and urban-rural development departments of all provinces and autonomous regions, the construction commissions of all municipalities directly under the Central Government, and the relevant departments of the State Council: 各省、自治区住房城乡建设厅,直辖市建委,国务院有关部门:
Project cost regulation is major content of construction market regulation, and it is a significant guarantee for maintaining market fair competition and regulating market order to strengthen and improve project cost regulation. Over recent years, in project cost regulation, conspicuous achievements have been made in the aspects including advancement of the reform of simplification of administrative procedures, delegation of powers, combination of decentralization and control, and optimization of services, adherence to market-decided project cost, improvement of the project valuation system, and maintenance of the lawful rights and interests of all parties in the construction market, however, there are such problems such as incompleteness in the project cost consulting service credit system, incompleteness in the valuation system, nonstandard valuation, and incompleteness in the valuation supervision mechanism. The following opinions are hereby offered for purposes of implementing the Notice of the State Council on Issuing the Market Regulation Plan during the "13th Five-Year Plan" (No. 6 [2017], State Council) and the Opinions of the General Office of the State Council on Promoting the Sustainable and Sound Development of the Construction Industry (No. 19 [2017], General Office of the State Council), improving the project cost regulation mechanism, comprehensively raising the project cost regulation level, and better serving the sustainable and sound development of the construction industry: 工程造价监管是建设市场监管的重要内容,加强和改善工程造价监管是维护市场公平竞争、规范市场秩序的重要保障。近年来,工程造价监管在推进建筑业“放管服”改革,坚持市场决定工程造价,完善工程计价制度,维护建设市场各方合法权益等方面取得明显成效,但也存在工程造价咨询服务信用体系不健全、计价体系不完善、计价行为不规范、计价监督机制不完善等问题。为贯彻落实《国务院关于印发“十三五”市场监管规划的通知》(国发[2017]6号)和《国务院办公厅关于促进建筑业持续健康发展的意见》(国办发[2017]19号),完善工程造价监管机制,全面提升工程造价监管水平,更好服务建筑业持续健康发展,现提出以下意见:
I. Deepening the regulation reform in the project cost consulting industry and creating a good market environment   一、深化工程造价咨询业监管改革,营造良好市场环境
(1) Optimizing qualification administration. The qualification administration of project cost consulting enterprises shall be further simplified, administrative licensing matters shall be comprehensively handled online, the efficiency of administrative approval shall be raised, and the recordation of cross-region business operation of project cost consulting enterprises shall be gradually canceled to ease enterprises' burden. The cost engineer practicing qualification system shall be improved, and the role of personal practicing in project cost consulting shall be brought into play. The international mutual recognition of cost engineer practice qualification shall be advanced, in order to provide talent support for the national "Belt and Road" strategy and project cost consulting enterprises "heading overseas." (一)优化资质资格管理。进一步简化工程造价咨询企业资质管理,全面实行行政许可事项网上办理,提高行政审批效率,逐步取消工程造价咨询企业异地执业备案,减轻企业负担。完善造价工程师执业资格制度,发挥个人执业在工程造价咨询中的作用。推进造价工程师执业资格国际互认,为“一带一路”国家战略和工程造价咨询企业“走出去”提供人才支撑。
(2) Establishing a new type of market regulation mechanism with credit as its core. All housing and urban-rural development departments and relevant industry departments shall accelerate advancement of the development of a project cost consulting credit system according to the principle of "who is in charge of approval is responsible for regulation, and who is in charge is responsible for regulation" and "who creates credit information is responsible, and who collects credit information is responsible for explanation." The project cost consulting enterprise annual report publication and credit undertaking system shall be vigorously advanced, the building of credit archives shall be accelerated, and enterprises' awareness of responsibility and credit shall be raised. The joint development and sharing of project cost credit information among government departments shall be accelerated, the self-discipline by industry associations and social supervision shall be enhanced, complaint and report means shall be applied, the joint incentive for honesty and joint punishment for dishonesty system in respect of project cost consulting enterprises and cost engineers shall be established, dishonest enterprises and practicing personnel shall be regulated in priority, and the application of credit information and credit products shall be vigorously advanced. (二)建立以信用为核心的新型市场监管机制。各级住房城乡建设主管部门、有关行业主管部门要按照“谁审批、谁监管,谁主管、谁监管”和信用信息“谁产生、谁负责、谁归集、谁解释”的原则,加快推进工程造价咨询信用体系建设。积极推进工程造价咨询企业年报公示和信用承诺制度,加快信用档案建设,增强企业责任意识、信用意识。加快政府部门之间工程造价信用信息共建共享,强化行业协会自律和社会监督作用,应用投诉举报方式,建立工程造价咨询企业和造价工程师守信联合激励和失信联合惩戒机制,重点监管失信企业和执业人员,积极推进信用信息和信用产品应用。
(3) Creating a good environment for the development of the project cost consulting industry. The guiding role of project cost in the whole-process administration of project construction shall be brought into full play, project cost consulting enterprises with capability of whole-process project consultation shall be vigorously fostered, and project cost consulting enterprises shall be encouraged to integrate consulting, survey, design, supervision, bidding agency and other business to conduct joint operation, provide whole-process project consulting, and establish partnership project cost consulting enterprises. The innovative development of enterprises shall be promoted, the project cost consulting result quality lifetime responsibility system shall be enhanced, and a practicing personnel insurance system shall be gradually established.

 (三)营造良好的工程造价咨询业发展环境。充分发挥工程造价在工程建设全过程管理中的引导作用,积极培育具有全过程工程咨询能力的工程造价咨询企业,鼓励工程造价咨询企业融合投资咨询、勘察、设计、监理、招标代理等业务开展联合经营,开展全过程工程咨询,设立合伙制工程造价咨询企业。促进企业创新发展,强化工程造价咨询成果质量终身责任制,逐步建立执业人员保险制度。
