| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 This Regulation is developed for purposes of protecting the lawful rights and interests of volunteers, voluntary service organizations and voluntary service objects, encouraging and regulating the voluntary services, developing the voluntary service cause, cultivating and practicing the core socialist values, and promoting social civilization and progress. | | 第一条 为了保障志愿者、志愿服务组织、志愿服务对象的合法权益，鼓励和规范志愿服务，发展志愿服务事业，培育和践行社会主义核心价值观，促进社会文明进步，制定本条例。 |
| Article 2 This Regulation shall apply to the voluntary services provided in the territory of the People's Republic of China and the activities relevant to voluntary services. | | 第二条 本条例适用于在中华人民共和国境内开展的志愿服务以及与志愿服务有关的活动。 |
| For the purpose of this Regulation, “voluntary services” means the public welfare services provided by volunteers, voluntary service organizations and other organization for the public or others voluntarily free of charge. | | 本条例所称志愿服务，是指志愿者、志愿服务组织和其他组织自愿、无偿向社会或者他人提供的公益服务。 |
| Article 3 Voluntary services shall be provided under the principles of free will, free of charge, equality, integrity and legitimacy, without violating the social morality, damaging the social and public interests or the lawful rights and interests of others, or endangering the national security. | | 第三条 开展志愿服务，应当遵循自愿、无偿、平等、诚信、合法的原则，不得违背社会公德、损害社会公共利益和他人合法权益，不得危害国家安全。 |
| Article 4 The people's governments at or above the county level shall incorporate the voluntary service cause into the national economic and social development plans, arrange the funds required for voluntary services reasonably, and promote the provision of voluntary services in a wide-coverage and multi-level manner in extensive fields. | | 第四条 县级以上人民政府应当将志愿服务事业纳入国民经济和社会发展规划，合理安排志愿服务所需资金，促进广覆盖、多层次、宽领域开展志愿服务。 |
| Article 5 The national and local spiritual civilization construction guidance institutions shall establish the voluntary service coordination mechanism to strengthen the overall planning, coordination guidance, supervisory inspection and experience promotion of the voluntary services. | | 第五条 国家和地方精神文明建设指导机构建立志愿服务工作协调机制，加强对志愿服务工作的统筹规划、协调指导、督促检查和经验推广。 |
| The civil affairs department under the State Council shall be responsible for the administration of voluntary services across the country; and the civil affairs departments of the local people's governments at or above the county level shall be responsible for the administration of the voluntary services within their respective administrative regions. | | 国务院民政部门负责全国志愿服务行政管理工作；县级以上地方人民政府民政部门负责本行政区域内志愿服务行政管理工作。 |
| The relevant departments of the people's governments at or above the county level shall be responsible for the work relevant to voluntary services in accordance with their respective functions. | | 县级以上人民政府有关部门按照各自职责，负责与志愿服务有关的工作。 |
| The trade unions, communist youth leagues, women's federations and other relevant people's organizations and mass organizations shall, within their respective scope of work, effectively complete the corresponding voluntary service work. | | 工会、共产主义青年团、妇女联合会等有关人民团体和群众团体应当在各自的工作范围内做好相应的志愿服务工作。 |
| Chapter II Volunteers and Voluntary Service Organizations | | 第二章 志愿者和志愿服务组织 |
| Article 6 For the purpose of this Regulation, “volunteers” means the natural persons providing voluntary services with their own time, knowledge, skill, and physical strength, among others. | | 第六条 本条例所称志愿者，是指以自己的时间、知识、技能、体力等从事志愿服务的自然人。 |
| For the purpose of this Regulation, “voluntary service organization” means nonprofit organizations formed according to the law for the purposes of providing voluntary services. | | 本条例所称志愿服务组织，是指依法成立，以开展志愿服务为宗旨的非营利性组织。 |
| Article 7 A volunteer may register his or her own basic personal information such as identity information, service skills, service time and contact information through the voluntary service information system designated by the civil affairs department under the State Council, or may register through a voluntary service organization. | | 第七条 志愿者可以将其身份信息、服务技能、服务时间、联系方式等个人基本信息，通过国务院民政部门指定的志愿服务信息系统自行注册，也可以通过志愿服务组织进行注册。 |
| The basic information provided by a volunteer shall be authentic, accurate and complete. | | 志愿者提供的个人基本信息应当真实、准确、完整。 |
| Article 8 A voluntary service organization may adopt the forms of social organization, social service agency, foundation and other organizational forms. The registration management of the voluntary service organizations shall be implemented in accordance with the relevant laws and administrative regulations. | | 第八条 志愿服务组织可以采取社会团体、社会服务机构、基金会等组织形式。志愿服务组织的登记管理按照有关法律、行政法规的规定执行。 |
| Article 9 A voluntary service organization may form an industrial organization according to the law, reflecting the industrial claims, promoting industry exchanges and promoting the development of the voluntary service cause. | | 第九条 志愿服务组织可以依法成立行业组织，反映行业诉求，推动行业交流，促进志愿服务事业发展。 |
Article 10 The Chinese Communist Party may, according to the Constitution of the Chinese Communist Party | | 第十条 在志愿服务组织中，根据中国共产党章程的规定，设立中国共产党的组织，开展党的活动。志愿服务组织应当为党组织的活动提供必要条件。 |
| Chapter III Voluntary Service Activities | | 第三章 志愿服务活动 |
| Article 11 Volunteers may participate in voluntary service activities carried out by voluntary service organizations or carry out voluntary service activities on their own according to law. | | 第十一条 志愿者可以参与志愿服务组织开展的志愿服务活动，也可以自行依法开展志愿服务活动。 |
| Article 12 A voluntary service organization may recruit volunteers to carry out voluntary service activities; and shall specify the authentic, accurate and complete information relevant to the voluntary services and the risks that may possibly occur during the process of providing voluntary services at the time of recruitment. | | 第十二条 志愿服务组织可以招募志愿者开展志愿服务活动；招募时，应当说明与志愿服务有关的真实、准确、完整的信息以及在志愿服务过程中可能发生的风险。 |
| Article 13 An organization or individual that needs voluntary services may apply to a voluntary service organization and provide authentic, accurate and complete information relevant to voluntary services, indicate the risks that may occur during the process of providing voluntary services. The voluntary service organization shall verify the relevant information and respond in a timely manner. | | 第十三条 需要志愿服务的组织或者个人可以向志愿服务组织提出申请，并提供与志愿服务有关的真实、准确、完整的信息，说明在志愿服务过程中可能发生的风险。志愿服务组织应当对有关信息进行核实，并及时予以答复。 |
Article 14 Volunteers, voluntary service organizations and voluntary service objects may, according to the needs, sign an agreement, specifying the rights and obligations of the parties, and agreeing on the content, method, time, place, working conditions and safety precautions of the voluntary services.
