| Relocating and improving hazardous chemical manufacturers in populous urban areas is a major means to adapt to China's rapid urbanization and reduce the safety and environmental risks in populous urban areas and is significant for solving the failure of hazardous chemical manufacturers to meet safety and health protective distance, effectively containing major, particularly serious accidents resulting from hazardous chemicals, protecting the safety of the person and property of the people, and promoting the improvement and upgrading of petrochemical and chemical engineering industries. The following opinions are hereby offered, with the approval of the State Council, for the purpose of accelerating the advancement of the relocation and improvement of hazardous chemical manufacturers in populous urban areas, according to the relevant requirements of the Outline of the 13th Five-Year Plan for Economic and Social Development of the People's Republic of China and the Opinions of the CPC Central Committee and the State Council on Advancing the Reform and Development of the Work Safety Field. | | 实施城镇人口密集区危险化学品生产企业搬迁改造，是适应我国城镇化快速发展，降低城镇人口密集区安全和环境风险的重要手段，对解决危险化学品生产企业安全和卫生防护距离不达标问题、有效遏制危险化学品重特大事故、保障人民群众生命财产安全和促进石化化工产业转型升级等具有重要意义。根据《中华人民共和国国民经济和社会发展第十三个五年规划纲要》和《中共中央 国务院关于推进安全生产领域改革发展的意见》相关要求，为加快推进城镇人口密集区危险化学品生产企业搬迁改造，经国务院同意，现提出以下意见。 |

| (1) Guiding ideology. | | （一）指导思想。 |
| We shall comprehensively implement the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, carry out in depth the spirit of a series of important speeches and new concepts, thoughts and strategies of managing state affairs of General Secretary Xi Jinping, according to the overall layout for "economic, political, cultural, social, and ecological progress" and the Four-Pronged Comprehensive Strategy, conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council, based on the actualities of the development of China's petrochemical and chemical engineering industries, make overall plans for industrial distribution, strengthen policy support and guidance, allow enterprises to play a primary role, advance the relocation, improvement, and upgrading of hazardous chemical manufacturers in populous urban areas by steps, by category, in a sound and orderly manner, and ensure work safety and social harmony and stability. | | 全面贯彻党的十八大和十八届三中、四中、五中、六中全会精神，深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略，按照“五位一体”总体布局和“四个全面”战略布局，认真落实党中央、国务院决策部署，立足我国石化化工产业发展实际，统筹规划产业布局，加强政策支持引导，发挥企业主体作用，分步分类、平稳有序推进城镇人口密集区危险化学品生产企业搬迁改造和转型升级，确保安全生产和社会和谐稳定。 |
| (2) Basic principles. | | （二）基本原则。 |
| People orientation and safe development. It shall be adhered to that the safety of the person and property of the people is put on top of the agenda, by relocating and improving hazardous chemical manufacturers, the safety and environmental risks in populous urban areas shall be reduced, the level of work safety of enterprises shall be raised, and the coordinated development of petrochemical and chemical engineering industries and economy as well as society shall be prompted. | | 以人为本，安全发展。坚持把人民群众生命财产安全放在首位，通过危险化学品生产企业搬迁改造，降低城镇人口密集区安全和环境风险，提升企业安全生产水平，促进石化化工产业与经济社会协调发展。 |
| Overall planning and implementation step by step. A realistic perspective shall be adhered to, geographic conditions, resource endowment, development foundation and environmental capacity shall be fully taken into account, according to the development and distribution of regional industries, the mode of relocation and improvement of hazardous chemical manufacturers shall be reasonably determined, and relocation and improvement plans shall be scientifically made and implemented by groups and stages. | | 统筹规划，分步实施。坚持从实际出发，充分考虑区位条件、资源禀赋、发展基础和环境承载能力，依据地区产业发展布局，合理确定危险化学品生产企业搬迁改造方式，科学制定搬迁改造方案，分批分阶段实施。 |
| Market-oriented operations and policy guidance. The market shall be adhered to as the orientation, enterprises shall be set as principal parties, the guiding and promoting role of the government shall be used, organization and coordination shall be strengthened, policy support shall be provided, enterprises shall be effectively motivated, the vigorous participation of social capital shall be encouraged, and a good policy environment helpful to accelerating the advancement of relocation and improvement shall be created. | | 市场运作，政策引导。坚持以市场为导向，以企业为主体，发挥政府引导和推动作用，加强组织协调，提供政策支持，有效激发企业积极性，鼓励社会资本积极参与，营造有利于加快推进搬迁改造工作的良好政策环境。 |
| (3) Overall objectives. | | （三）总体目标。 |
| In 2015, hazardous chemical manufacturers failing to meet the requirements for safety and health protective distance, in populous urban areas, will have been improved to the extent of meeting the requirements, relocated to standard industrial parks, or shut down, and the enterprise safety and environmental risks will have been dramatically lowered. Specifically, the relocation and improvement of small and medium-sized enterprises and large enterprises with major hidden risks will have begun by the end of 2018 and completed by the end of 2020; and the relocation and improvement of other large enterprises and particularly large enterprises will have been begun by the end of 2020 and completed by the end of 2025. | | 到2025年，城镇人口密集区现有不符合安全和卫生防护距离要求的危险化学品生产企业就地改造达标、搬迁进入规范化工园区或关闭退出，企业安全和环境风险大幅降低。其中：中小型企业和存在重大风险隐患的大型企业2018年底前全部启动搬迁改造，2020年底前完成；其他大型企业和特大型企业2020年底前全部启动搬迁改造，2025年底前完成。 |
| II. Key tasks | | 二、重点任务 |
(4) Organizing and conducting survey and assessment. All provincial people's governments shall organize and conduct the survey of distribution of hazardous chemical manufacturers, according to relevant laws, regulations, standards and regulations, archive the registrations of hazardous chemical manufacturers failing to meet the requirements for safety and health protective distance, in populous urban areas, one by one, scientifically assess enterprises' conditions for work safety and environmental protection, and, upon enterprise statement and expert appraisal, respectively issue lists of enterprises to be improved in their existing venues, relocated to other places and shut down (hereinafter collectively referred to as "relocation and improvement enterprises"). Specifically, one that involves low safety and environmental risks and can, as appraised, meet the requirements for safety and health protective distance, may be improved in its existing venue; and one that involves prominent safety and environmental risks and cannot, as appraised, meet the requirements for safety and health protective distance, shall relocate to another place or, if it is unwilling to do so, be shut down. In addition, local chemical engineering parks shall be surveyed, the current situation and development prospect of all the chemical engineering parks shall be assessed and discussed, and chemical engineering parks which may receive relocated enterprises (hereinafter referred to as "receipt parks") and the types of industries to be received shall be specified, so as to ensure that the receipt parks comply with relevant laws, regulations, standards and specifications issued by the state.
．．．．．． | | （四）组织开展摸底评估。各省级人民政府要组织开展危险化学品生产企业布局情况调查，按照有关法律法规和标准规范，对城镇人口密集区现有不符合安全和卫生防护距离要求的危险化学品生产企业逐一登记造册，科学评估企业安全生产和环保条件，经企业申辩和专家评审，分别提出就地改造、异地迁建、关闭退出的企业（以下统称搬迁改造企业）名单。其中，对安全和环境风险较低、经评估通过改造能达到安全和卫生防护距离要求的，可实施就地改造；对安全和环境风险突出、经评估通过就地改造仍不能达到安全和卫生防护距离要求的，实施异地迁建，对企业不愿异地迁建的，限期关闭退出。同时，要对本省（区、市）所有化工园区开展摸底调查，对各化工园区现状及发展前景逐一进行评估和论证，明确可以承接迁入企业的化工园区（以下简称承接园区）及承接产业类型，确保承接园区符合国家相关法律法规和标准规范要求。
