| On May 11, 2017, Yangtze Optical Fibre and Cable Joint Stock Limited Company, Hangzhou Futong Communication Technology Co., Ltd., Fenghuo Tengcang Optical Technology Co., Ltd., Jiangsu Hengtong Optic-Electric Co., Ltd., Zhongtian Technology Optical Co., Ltd., Jiangsu Fasten Photonics Co., Ltd and Chengdu SEI Optical Fiber Co., Ltd. (hereinafter referred to as the "Applicants") applied to the MOFCOM, claiming that during the implementation of anti-dumping measures, imports of dispersion-unshifted single mode fiber originating in the United States were more seriously dumped to China, exceeding the anti-dumping duty rate in effect, and requiring the midterm review of the anti-dumping measures applicable to the imports of dispersion-unshifted single mode fiber originating in the United States in terms of dumping and dumping margin. | | 2017年5月11日，长飞光纤光缆股份有限公司、杭州富通通信技术股份有限公司、烽火藤仓光纤科技有限公司、江苏亨通光纤科技有限公司、中天科技光纤有限公司、江苏法尔胜光子有限公司、成都中住光纤有限公司（以下称国内产业申请人）向商务部提出申请，主张反倾销措施实施期间，原产于美国的进口非色散位移单模光纤产品仍存在倾销，且倾销幅度进一步加大，超过了目前适用的反倾销税税率，要求对原产于美国的进口非色散位移单模光纤所适用的反倾销措施进行倾销及倾销幅度期中复审。 |
| In accordance with Article 49 of the Anti-dumping Regulations of the People's Republic of China and the Provisional Rules on Midterm Review of Dumping and Dumping Margin, the MOFCOM examined the qualifications of the Applicants, the export prices and normal value of the underlying products, the necessity of continuance of the anti-dumping measures at the original rate and other relevant conditions. On July 10, 2017, the MOFCOM asked the Applicants to supplement the relevant supporting materials, and the Applicants did so within the prescribed time limit. | | 依据《中华人民共和国反倾销条例》第四十九条和商务部《倾销及倾销幅度期中复审暂行规则》相关规定，商务部对申请人资格、申请调查产品的出口价格和正常价值、继续按照原措施水平实施反倾销措施的必要性等有关情况进行了审查。2017年7月10日，商务部要求国内产业申请人补充提交有关证据材料；申请人在规定时限内提交了相关材料。 |

Upon examination, the MOFCOM believed that the application meets legal conditions set out in the Anti-dumping Regulations of the People's Republic of China and the Provisional Rules on Midterm Review of Dumping and Dumping Margin. The MOFCOM decided to, as of the date of release hereof, begin to conduct midterm review of the anti-dumping measures applicable to imports of dispersion-unshifted single mode fiber originating in the United States in terms of dumping and dumping margin. Relevant review matters are hereby announced as below:
