| Announcement on Implementing Online Inspection of the Examination and Approval Form for the Import of Explosives for Civil Uses and the Examination and Approval Form for the Export of Explosives for Civil Uses | | 关于实施《民用爆炸物品进口审批单》《民用爆炸物品出口审批单》联网核查的公告 |
| For purposes of further optimizing port business environment and promoting cross-border trade facilitation, the General Administration of Customs and the Ministry of Industry and Information Technology have decided to implement online inspection of the electronic data of the Examination and Approval Form for the Import of Explosives for Civil Uses (hereinafter referred to as the “Examination and Approval Form for Import”) and the Examination and Approval Form for the Export of Explosives for Civil Uses (hereinafter referred to as the “Examination and Approval Form for Export”). Relevant matters are hereby announced as follows: | | 为进一步优化口岸营商环境，促进跨境贸易便利化，海关总署、工业和信息化部决定对《民用爆炸物品进口审批单》（以下简称《进口审批单》）和《民用爆炸物品出口审批单》（以下简称《出口审批单》）实施电子数据联网核查。现将有关事项公告如下： |
| I. As of November 1, 2018, the General Administration of Customs and the Ministry of Information Technology shall, for explosives for civil uses, jointly launch the online inspection on the electronic data of the Examination and Approval Form for Import and the Examination and Approval Form for Export as well as the electronic data of the declaration form for imported and exported goods. | | 一、自2018年11月1日起，海关总署、工业和信息化部通过中国国际贸易“单一窗口”平台，共同对民用爆炸物品启动《进口审批单》和《出口审批单》电子数据与进出口货物报关单电子数据的联网核查工作。 |
II. The industry and information technology departments shall, in accordance with the relevant laws and regulations, issue an Examination and Approval Form for Import and an Examination and Approval Form for Export and promptly transmit the electronic data to the customs houses, which shall compare and review the data during the process of customs declaration and handle the procedures accordingly.
