| The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange (“SAFE”) in all provinces, autonomous regions, and municipalities directly under the Central Government; and the branches of the SAFE in Shenzhen, Dalian, Qingdao, Xiamen, and Ningbo: | | 国家外汇管理局各省、自治区、直辖市分局、外汇管理部，深圳、大连、青岛、厦门、宁波市分局： |
| For the purposes of implementing the reform of “simplification of administrative procedures, decentralization of powers, combination of decentralization with appropriate control, and optimization of services” in foreign exchange administration, further intensifying the efforts to review the laws and regulations of foreign exchange administration, making it easier for enterprises and individuals to understand and adopt the regulations of foreign exchange administration, and promoting the trade and investment facilitation, you are hereby notified of the effectiveness of certain regulatory documents and clauses on foreign exchange administration: | | 为落实外汇管理“放管服”改革，进一步加大外汇管理法规清理力度，便利企业、个人了解执行外汇管理规定，促进贸易投资便利化，现就部分外汇管理规范性文件或条款的效力通知如下： |
| I. The following 14 regulatory documents on foreign exchange administration of which the main contents have been replaced by new documents and which are inconsistent with the actual circumstances of current administration are repealed. See Annex 1 for the list of these regulatory documents. | | 一、对主要内容被新文件代替、与当前管理实际不符的14件外汇管理规范性文件，予以废止。目录见附件1。 |
| II. The following three regulatory documents on foreign exchange administration which have actually become invalid due to the expiry of the period of application or the disappearance of regulated objects are announced invalid. See Annex 2 for the list of these regulatory documents. | | 二、对适用期已过或者调整对象已经消失，实际上已经失效的3件外汇管理规范性文件，宣布失效。目录见附件2。 |
| III. Relevant clauses of certain regulatory documents on foreign exchange administration are amended. See Annex 3. | | 三、对部分外汇管理规范性文件相关条款进行修改。见附件3。 |
| This Notice shall come into force on the date of issuance. | | 本通知自公布之日起生效。 |
