| Sports industry has been playing an irreplaceable role in meeting Chinese people's growing demands for a better life. Under the new situations, efforts shall be made to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, increase the support of key factors in the sports industry, stimulate market vitality and consumer spending, enable the sports industry to become one of the pillars in China's national economy, actively carry out nationwide fitness activities, and make sports exercises a lifestyle of the general public. With consent of the State Council, the opinions are hereby offered as follows: | | 体育产业在满足人民日益增长的美好生活需要方面发挥着不可替代的作用。在新形势下，要以习近平新时代中国特色社会主义思想为指导，强化体育产业要素保障，激发市场活力和消费热情，推动体育产业成为国民经济支柱性产业，积极实施全民健身行动，让经常参加体育锻炼成为一种生活方式。经国务院同意，现提出以下意见。 |
| I. Deepening the reform of “simplification of administrative procedures, devolution of powers, combination of devolution and regulation, and optimization of services”, and unleashing the development potential | | 一、深化“放管服”改革，释放发展潜能 |
| 1. Deepening the reform of national sports associations: The sports events, activities, and training programs sponsored by various sports associations shall, if conditions permit, be publicly handed over to and organized by market participants. The right of organizing a sports event and the right of running a sports venue shall be encouraged to be traded publicly through property right trading platforms. (The General Administration of Sport of China and local people's governments shall be responsible. Unless otherwise prescribed, local people's governments shall be responsible for all the matters below and will no longer be listed hereinafter.) | | （一）深化全国性单项体育协会改革。各协会主办的体育赛事活动资源、培训项目等，符合条件的都要通过公开方式交由市场主体承办。鼓励将赛事活动承办权、场馆运营权等通过产权交易平台公开交易。（体育总局和地方人民政府负责。以下除特别指出的外均需地方人民政府负责，不再列出） |
| 2. Improving the mechanism of sports event management services: The guidelines for organizing sports events and the instructions for participation shall be prepared; and the basic conditions, standards, and rules for holding such events and the responsibilities of relevant administrative departments shall be clarified. A comprehensive service mechanism and a system of routine meetings among different departments for sports events and activities shall be established. A security license pre-acceptance system for sports events and activities shall be developed so as to facilitate the application of organizers for security licenses. The security management measures for commercial sports events and activities shall be improved. (The General Administration of Sport of China and the Ministry of Public Security shall be responsible.) | | （二）完善赛事管理服务机制。制定体育赛事活动办赛指南、参赛指引，明确举办基本条件、标准、规则和各相关主管部门的责任。建立跨部门的体育赛事活动综合服务机制或例会制度。开发体育赛事活动安全许可预受理系统，为赛事活动承办方申请许可提供便利。改进商业性体育赛事活动的安全管理措施。（体育总局、公安部负责） |
| 3. Deepening the reform of sports venue operation and management: All local authorities shall be encouraged to support the project of “renovating the functions and changing the systems” of public sports venues. When investing in the construction of a new sports venue, local governments shall authorize a third-party enterprise to operate the venue, and shall not establish a separate public institution for project management. Priorities shall be given to professional sports clubs in renovating their home venues. (The General Administration of Sport of China shall be responsible.) | | （三）深化场馆运营管理改革。鼓励各地推进公共体育场馆“改造功能、改革机制”工程。政府投资新建体育场馆应委托第三方企业运营，不宜单独设立事业单位管理。支持职业体育俱乐部主场场馆优先改革。（体育总局负责） |
| 4. Making public resources available to sports events and activities: Efforts shall be made to revolve around the exploitable resources such as water and air areas, forests, and grasslands; take into comprehensive consideration of ecosystem, flood control, water safety and other factors; produce a catalogue of categorized sports events and activities; and clarify the conditions and procedures for using public resources. Sports equipment such as bicycles, sports boats and yachts, and snowboards shall be given convenience in road, rail, water and air transport systems. (The General Administration of Sport of China, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Housing and Urban-rural Development, the Ministry of Transport, the Ministry of Water Resources, the National Forestry and Grassland Administration, the National Railway Administration, the Civil Aviation Administration of China, and the Office for Air Traffic Control shall be responsible.) | | （四）推动公共资源向体育赛事活动开放。围绕可利用的水域、空域、森林、草原等自然资源，综合考虑生态、防洪、供水安全等因素，分类制定允许开展的体育赛事活动目录，明确申请条件和程序。推动自行车、运动船艇、滑雪板等体育器材装备的公路、铁路、水运、民航便利化运输。（体育总局、公安部、自然资源部、住房城乡建设部、交通运输部、水利部、林草局、铁路局、民航局、空管办负责） |
| II. Improving industrial policies and optimizing development environment | | 二、完善产业政策，优化发展环境 |
| 5. Implementing the existing policies on taxes and fees: Sports enterprises may, if meeting the conditions of the existing policies, enjoy the tax deductions for businesses' research and development expenses and preferential fiscal and tax policies for small-and-micro-sized enterprises. The property and land of a sports venue for its own use may, as required, enjoy preferential property taxes and urban and town land use taxes. The prices for electricity, gas and heating used by sports venues or fitness and recreational facilities shall be determined through consultation or participation in market-based trading. (The Ministry of Finance, the General Administration of Sport of China, the National Development and Reform Commission, and the National Energy Administration shall be responsible.) | | （五）落实已有税费政策。体育企业符合现行政策规定条件的，可享受研究开发费用税前加计扣除、小微企业财税优惠等政策。体育场馆自用的房产和土地，可按规定享受有关房产税和城镇土地使用税优惠。鼓励通过谈判协商、参与市场化交易等方式，确定体育场馆及健身休闲设施使用电气热的价格。（财政部、税务总局、发展改革委、能源局负责） |
| 6. Strengthening the intellectual property protection: The broadcasting rights of sports events shall be encouraged to be traded on the market. The evaluation standards for sports-related intangible assets shall be established, and the evaluation system shall be improved. Various types of sports associations shall be supported in developing their own intangible assets by means of title sponsorship or franchise. (The General Administration of Sport of China and the Ministry of Finance shall be responsible.) | | （六）加强知识产权保护。推动体育赛事转播权市场化运营。建立体育无形资产评估标准、完善评估制度。支持各类体育协会采用冠名、赞助、特许经营等方式开发其无形资产。（体育总局、财政部负责） |
| 7. Intensifying financial support: The banking financial institutions shall be encouraged to provide innovative pledge loans to sports enterprises, such as pledge loans of accounts receivable or intellectual property rights. The local government financing guarantee institutions shall be encouraged to include sports enterprises in the scope of their support. Qualified sports enterprises shall be supported in issuing special industrial bonds in social service sectors. Insurance institutions shall be encouraged to actively develop the relevant insurance products. (The People's Bank of China, the Ministry of Finance, the China Banking and Insurance Regulatory Commission, and the National Development and Reform Commission shall be responsible.) | | （七）加大金融支持力度。鼓励银行业金融机构开展体育企业应收账款、知识产权等质押贷款创新。引导各地政府性融资担保机构将体育企业纳入支持范围。支持符合条件的体育企业发行社会领域产业专项债券。鼓励保险机构积极开发相关保险产品。（人民银行、财政部、银保监会、发展改革委负责） |

| 8. Optimizing the environment for sports-related consumption: The credit records of sports market participants and their staff shall be enhanced. More efforts shall be made to crack down on operations in violation of laws and regulations in sports markets, and regulate the sports market order. (The General Administration of Sport of China, the National Development and Reform Commission, and the State Administration for Market Regulation shall be responsible.) | | （八）优化体育消费环境。完善体育市场主体和从业人员信用记录。加大对体育市场违法违规经营行为的打击力度，规范体育市场秩序。（体育总局、发展改革委、市场监管总局负责） |
| 9. Developing policies to encourage consumer spending: All local authorities shall be encouraged to promote sports-related consumption, introduce more sports events and activities for the general public, and optimize the public's experiences in sports activities. The public sports venues shall be encouraged to extend their opening hours, develop physical fitness products, and provide sports training services. (The General Administration of Sport of China, and the National Development and Reform Commission shall be responsible.) | | （九）出台鼓励消费政策。鼓励各地采取灵活多样的市场化手段促进体育消费，丰富群众性体育赛事活动、优化参赛体验。推动公共体育场馆延长开放时间，鼓励开发健身产品、提供体育培训服务。（体育总局、发展改革委负责） |
| 10. Conducting the pilot program of sports-related consumption: A batch of pilot cities shall be identified to promote sports-related consumption based on sports industry plans, land supply for sports purposes in cities, auxiliary sports facilities in residential communities, and the number of people frequently engaging in physical exercises. (The General Administration of Sport of China, and the National Development and the Ministry of Natural Resources shall be responsible.) | | （十）开展促进体育消费试点。以体育产业规划、城市体育用地供给、社区体育设施配套、经常参加体育锻炼人数等为条件，确定一批国家体育消费试点城市。（体育总局、发展改革委、自然资源部负责） |
| 11. Developing a lifelong exercise habit: The national sports and fitness exercises shall be supported; fitness organizations in the neighborhood and “15-min fitness circles” shall be created. A sports ranking and assessment system shall be launched to develop uniform ranking standards for professionals and amateurs according to different sports events and different ages; sports skills shall be developed; consumer stickiness to sports activities shall be enhanced; and the physical fitness training market shall be activated. An assessment system for students' sports skills shall be explored; and every student shall be encouraged to grasp at least one sports skill that will benefit his or her health for a life time. Sports league matches among schools at various levels shall be extensively organized.
