Shanghai Municipal Office of the State Administration of Taxation and Shanghai Municipal Bureau of Local Taxation: 上海市国家税务局、地方税务局:
For purposes of consciously carrying out the arrangements of the CPC Central Committee and the State Council, thoroughly implementing the requirements of the Decision of the CPC Central Committee on Several Major Issues concerning Comprehensively Deepening Reform as adopted at the Third Plenary Session of the Eighteenth Central Committee of the CPC and the Framework Plan for China (Shanghai) Pilot Free Trade Zone as issued by the State Council, accelerating the transformation of government functions, promoting the modernization of tax collection, and effectively serving China (Shanghai) Pilot Free Trade Zone (“SHFTZ”), upon deliberation, the State Administration of Taxation decided to take “handling all tax-related matters through one network in a convenient, quality and efficient manner” as the theme of tax service innovation in SHFTZ. You shall effectively take the following ten measures in SHFTZ: 为了认真落实党中央、国务院部署,深入贯彻党的十八届三中全会《中共中央关于全面深化改革若干重大问题的决定》和国务院印发的《中国(上海)自由贸易试验区总体方案》要求,加快政府职能转变,推进税收现代化建设,切实服务好中国(上海)自由贸易试验区(以下简称自贸试验区),国家税务总局研究决定,自贸试验区创新税收服务的主题是“税收一网通办、便捷优质高效”(简称“办税一网通”),请你局在自贸试验区内落实好以下十项措施:
I. Automatic online code assignment. The current tax registration methods shall be changed, and automatic online code assignment for tax registration shall be applied nationwide on a pilot basis. Under the original procedure, taxpayers file applications for tax registration, while under the new procedure, upon the decision made by tax authorities based on the enterprise information provided by the departments for industry and commerce and the quality inspection departments, tax registration codes are automatically assigned through the system, so as to spare taxpayers the trouble of having to go to tax authorities to apply for tax registration for business commencement, expedite the tax registration process, and improve the modernization of tax services. A SHFTZ tax registration inquiry platform shall be established so that taxpayers may inquire about their tax registration information online on their own.   一、网上自动赋码。转变现有税务登记方式,在全国范围内率先试行税务登记网上自动赋码管理。由原先纳税人发起税务登记申请转变为税务机关根据工商、质监提供的企业信息,由系统自动赋予税务登记号码,减轻纳税人往返税务机关申请税务开业登记负担,提速税务登记办理,提高税收现代化服务水平。建立自贸试验区税务登记查询平台,纳税人可以网上自主查询税务登记信息。
2. Online self-service of tax-related affairs. On the basis of promoting the “online tax service hall” around the entire municipality, online tax functions shall be developed and improved through pilot programs, the online operations of verification of invoices, application for invoices, verification of old invoices, issuance of tax-related certificates, notification of red-letter invoices, and withdrawal of electronic applications, among others, shall be promoted, and efforts shall be made to provide online apps for all frequently involved tax matters within this year, so as to provide taxpayers with “convenient and efficient indoor” tax services and experiences. Online interdepartmental joint acceptance and information sharing shall be strengthened, “one-stop acceptance and joint approval” shall be practiced with the scientific and technological commissions, the departments for industry and commerce, the quality inspection departments, banks, and other departments, and facilitation shall be jointly provided in terms of the addition and deduction of research and development expenses, non-trade foreign exchange payment, and other relevant matters, so as to spare enterprises the trouble of undergoing procedures with multiple departments.

   二、网上自主办税。在全市“网上办税服务厅”统一推进的基础上,先行先试,拓展和完善网上办税功能,推行网上发票核定管理、发票领用、普通发票验旧、涉税事项证明开具、红字发票通知单、电子申报撤销等项目的网上办理,力争年内常用办税项目的网上应用全覆盖,为纳税人提供“便捷高效、足不出户”的办税服务体验。加强网上跨部门联合受理和信息共享,与科委、工商、质检、银行等部门实行“一口受理、并联审批”,联合推进研发费加计扣除、非贸付汇等事项便利化,避免企业多部门间往返奔波。
