Several Opinions of the General Office of the State Council on Promoting the Reform and Innovative Development of Development Zones 

国务院办公厅关于促进开发区改革和创新发展的若干意见

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
Building development zones, as a successful practice of China's reform and opening up, has played an unsubstituted role in promoting system reforms, improving investment environment, guiding industry agglomerations, and developing an open economy and become an important platform to promote China's rapid industrialization and urbanization and opening up. Currently, global economy and industry pattern are witnessing profound changes and China's economic development is embracing new normal. Under new conditions, the role of development zones as pioneers in the reform and opening up must be further used so as to form new agglomeration effect and forces driving growth and lead the optimization and adjustment of economic structure and transformation of development mode. For purposes of implementing in depth the Several Opinions of the CPC Central Committee and the State Council on Building a New Open Economic System, with the approval of the State Council, the following opinions on promoting the reform and innovative development of development zones are hereby offered: 开发区建设是我国改革开放的成功实践,对促进体制改革、改善投资环境、引导产业集聚、发展开放型经济发挥了不可替代的作用,开发区已成为推动我国工业化、城镇化快速发展和对外开放的重要平台。当前,全球经济和产业格局正在发生深刻变化,我国经济发展进入新常态,面对新形势,必须进一步发挥开发区作为改革开放排头兵的作用,形成新的集聚效应和增长动力,引领经济结构优化调整和发展方式转变。为深入贯彻落实《中共中央 国务院关于构建开放型经济新体制的若干意见》,经国务院同意,现就促进开发区改革和创新发展提出以下意见。
I. General requirements   一、总体要求
(1) Guiding ideology. We shall comprehensively implement the spirit of the 18th National Congress of the Communist Party of China ("CPC") and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, carry out in depth the spirit of a series of important speeches and new concepts, thoughts and strategies of managing state affairs of General Secretary Xi Jinping, conscientiously carry out the decisions and arrangements of the CPC Central Committee and the State Council, closely center on the advancement of the overall layout for "economic, political, cultural, social, and ecological progress" in an overall manner and the Four-Pronged Comprehensive Strategy in a coordinated manner, firmly develop the concept of innovative, coordinated, green, open and shared development, strengthen the overall planning on various development zones, accelerate the transformation and upgrading of development zones, promote the innovation on the systems and mechanisms of development zones, improve the development zone administration system and policy system, further enhance the functions and advantages of development zones, build various development zones into guiding areas of new types of industrialization, demonstration areas of high-level business environment, agglomerations of entrepreneurship and innovation among all the people, and pilot areas of open economy and system innovation, advance the supply-side structural reform, and develop new driving force for economic growth. (一)指导思想。全面贯彻党的十八大和十八届三中、四中、五中、六中全会精神,深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略,认真落实党中央、国务院决策部署,紧紧围绕统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局,牢固树立创新、协调、绿色、开放、共享的发展理念,加强对各类开发区的统筹规划,加快开发区转型升级,促进开发区体制机制创新,完善开发区管理制度和政策体系,进一步增强开发区功能优势,把各类开发区建设成为新型工业化发展的引领区、高水平营商环境的示范区、大众创业万众创新的集聚区、开放型经济和体制创新的先行区,推进供给侧结构性改革,形成经济增长的新动力。
(2) Basic principles. Reform and innovation shall be adhered to. The characteristics of the management of development zones such as simplification and efficiency shall be enhanced, the operating mode of development zones shall be innovated on, and reforms and innovation shall be used to spark the driving force and vigor for the development of development zones in the new era. Planning guidance shall be adhered to. The space distribution, quantity and scale of development zones shall be improved, a development pattern of development zones across the country reasonably laid out, developing on different orientations, with coordinated functions, shall form, and the quality and benefits of economic development shall be effectively bettered. Agglomerations and intensiveness shall be adhered to. Public facilities and service systems shall be improved, the concentration of industrial projects in development zones shall be guided, industry agglomerations, resource intensiveness and green development shall be promoted, and the effect of scale economy in development zones shall be effectively used. Development orientation shall be adhered to. A permanent mechanism promoting the development of development zones shall be established, development shall be promoted by regulation, the relationship between development and regulation shall be correctly grasped, and new path of and experience in the development of development zones shall be constantly explored. (二)基本原则。坚持改革创新。强化开发区精简高效的管理特色,创新开发区运营模式,以改革创新激发新时期开发区发展的动力和活力。坚持规划引领。完善开发区空间布局和数量规模,形成布局合理、错位发展、功能协调的全国开发区发展格局,切实提高经济发展质量和效益。坚持集聚集约。完善公共设施和服务体系,引导工业项目向开发区集中,促进产业集聚、资源集约、绿色发展,切实发挥开发区规模经济效应。坚持发展导向。构建促进开发区发展的长效机制,以规范促发展,正确把握发展和规范的关系,不断探索开发区发展新路径、新经验。
II. Optimizing the types and distribution of development zones   二、优化开发区形态和布局
(3) Scientifically grasping the functions and orientations of development zones. Development zones shall adhere to industry development as the priority and become agglomeration and development platforms of local manufacturing industry, high and new technology industry and producer service industry and important vehicles to implement the strong manufacturer country strategy and innovation-driven development strategy. Development zones shall scientifically plan function distribution, highlight production functions, make overall arrangements for the development of municipal functions such as residential areas, business areas and office areas, and promote new types of urbanization. Development zones shall continuously make the optimization of business environment into top priorities, focus on providing high-quality and efficient services, facilities with complete support, and shared and convenient resources for enterprise investment and operations, and advance in priority the reform of the economic system and the transformation of governmental functions. (三)科学把握开发区功能定位。开发区要坚持以产业发展为主,成为本地区制造业、高新技术产业和生产性服务业集聚发展平台,成为实施制造强国战略和创新驱动发展战略的重要载体。开发区要科学规划功能布局,突出生产功能,统筹生活区、商务区、办公区等城市功能建设,促进新型城镇化发展。开发区要继续把优化营商环境作为首要任务,着力为企业投资经营提供优质高效的服务、配套完备的设施、共享便捷的资源,着力推进经济体制改革和政府职能转变。
(4) Specifying the development directions of various development zones. Economic and technological development zones, high and new technology industry development zones, areas under special customs supervision and other national-level development zones shall play a demonstrating and guiding role, highlight the characteristics of advanced manufacturing industry, strategic emerging industries and processing trade, among others, voluntarily connect to common international rules, establish high-level and internationally competitive parks, and build internationally influential park brands. Economic development zones, industrial parks and other provincial-level development zones shall depend on regional resource advantages, promote the gathering of industrial factors, raise the internationalization level of business environment, develop in the direction of well-defined dominant industries, extended industrial chain and complete comprehensive support, become regional economic growth poles, and drive the optimization and upgrading of regional economic structure. (四)明确各类开发区发展方向。经济技术开发区、高新技术产业开发区、海关特殊监管区域等国家级开发区要发挥示范引领作用,突出先进制造业、战略性新兴产业、加工贸易等产业特色,主动对接国际通行规则,建设具有国际竞争力的高水平园区,打造具有国际影响力的园区品牌。经济开发区、工业园区、高新技术产业园区等省级开发区要依托区域资源优势,推动产业要素集聚,提升营商环境国际化水平,向主导产业明确、延伸产业链条、综合配套完备的方向发展,成为区域经济增长极,带动区域经济结构优化升级。
(5) Promoting the coordinated development of development zones in all regions. The transformation and upgrading of existing development zones in eastern China shall be advanced, the inherent driving force for the development of development zones shall be enhanced, internationally influential manufacturing, research and development bases shall be fostered, and the position of China's industries in the global value chain shall be raised. Central, western and northeastern China shall be supported in further improving the software and hardware environment of development zones, enhance the development of the capacity of development zones to take over relocated industries, and improve the driving force for industry development. Eastern China shall be encouraged to output brands, talents, technology, funds and management experience, follow the principle of complementary advantages, industrial interactions, market orientation and interests sharing, and cooperate with central, western and northeastern China in establishing development zones. Centering on the construction of "One Belt, One Road," coordinated development of Beijing, Tianjin and Hebei province, and the development of Yangtze River economic belt, the favorable interactions between development zones along the coast and rivers shall be promoted, a group of transformation and upgrading demonstration development zones with radiation and inspiration effect shall be established, and the optimization of industrial distribution and division of labor shall be guided. (五)推动各区域开发区协调发展。推进东部地区现有开发区转型升级,增强开发区发展的内生动力,培育有全球影响力的制造研发基地,提高我国产业在全球价值链中的地位。支持中西部地区、东北地区进一步完善开发区软硬件环境,加强开发区承接产业转移的能力建设,增强产业发展动力。鼓励东部地区开发区输出品牌、人才、技术、资金和管理经验,按照优势互补、产业联动、市场导向、利益共享的原则,与中西部地区、东北地区合作共建开发区。围绕“一带一路”建设、京津冀协同发展、长江经济带发展,推动沿海沿江沿线开发区良性互动发展,建设一批具有辐射带动效应的转型升级示范开发区,引导产业优化布局和分工协作。
III. Accelerating the transformation and upgrading of development zones   三、加快开发区转型升级
(6) Advancing the innovation-driven development of development zones. Development zones shall implement the innovation-driven development strategy, promote sci-tech and system innovation, attract and gather innovation resources, improve innovation services, and promote the shift from factor driving to innovation driving. The building of enterprise technology centers in development zones shall be supported, and development zones with good conditions shall distribute in priority engineering (technology) research centers, engineering laboratories, key national (development) laboratories, national and local joint innovation platforms and manufacturing innovation centers. Development zones shall be encouraged to accelerate the development of maker space, university science and technology parks, science and technology enterprise incubators and other startup service platforms, establish science and technology innovation and development funds, entrepreneurship and investment funds, and industrial investment funds, improve financing, consultation, training, venue and other innovation services, foster the ecology of innovation and entrepreneurship, innovate on the talent fostering and introduction mechanism, and create a good atmosphere of entrepreneurship and innovation among all the people. National high and new technology industry development zones with good conditions shall be supported in establishing national independent innovation demonstration zones and provide experiences which may be duplicated for the improvement of sci-tech innovation policies across the country. (六)推进开发区创新驱动发展。开发区要贯彻落实创新驱动发展战略,促进科技创新、制度创新,吸引集聚创新资源,提高创新服务水平,推动由要素驱动向创新驱动转变。支持开发区内企业技术中心建设,在有条件的开发区优先布局工程(技术)研究中心、工程实验室、国家(部门)重点实验室、国家地方联合创新平台、制造业创新中心。鼓励开发区加快发展众创空间、大学科技园、科技企业孵化器等创业服务平台,构建公共技术服务平台,设立科技创新发展基金、创业投资基金、产业投资基金,完善融资、咨询、培训、场所等创新服务,培育创新创业生态,创新人才培养和引进机制,营造大众创业、万众创新良好氛围。支持有条件的国家高新技术产业开发区创建国家自主创新示范区,为在全国范围内完善科技创新政策提供可复制经验。
(7) Accelerating the optimization of industrial structure in development zones. Development zones shall adapt to the trends in a new round of industrial changes, accelerate the implementation of Made in China 2025 strategy, through measures such as the optimization of the functions of parks, enhancement of industrial chain, support to major projects, support to science and technology research and development, and vacating cage to change bird, support the development of traditional manufacturing industry to the high end through technology retrofits, and promote the integration of information technology and manufacturing industry; voluntarily cultivate strategic emerging industries of high-end equipment, robots, new-generation information technology, biological technology, new energy, new materials and digital creation, among others; and promote production-based manufacturing in shifting to service-based manufacturing, and vigorously develop research, development, design, science and technology consultation, third-party logistics, intellectual property right services, inspection, testing, certification, finance lease, human resources services and other producer services. With development zones as vehicles, efforts shall be made to develop a group of strategic emerging industrial agglomerations, national high (new) technology industry (industrialization) bases, and national new-type industrialization and industry demonstration bases and build world-class industrial agglomerations.

 (七)加快开发区产业结构优化。开发区要适应新一轮产业变革趋势,加快实施“中国制造2025”战略,通过优化园区功能、强化产业链条、扶持重大项目、支持科技研发、腾笼换鸟等措施,支持传统制造业通过技术改造向中高端迈进,促进信息技术与制造业结合;主动培育高端装备、机器人、新一代信息技术、生物技术、新能源、新材料、数字创意等战略性新兴产业;促进生产型制造向服务型制造转变,大力发展研发设计、科技咨询、第三方物流、知识产权服务、检验检测认证、融资租赁、人力资源服务等生产性服务业。以开发区为载体,努力形成一批战略性新兴产业集聚区、国家高(新)技术产业(化)基地、国家新型工业化产业示范基地,打造世界级产业集群。
