| In order to implement the requirements of the Notice of the State Council on Issuing the Catalogue of Investment Projects Subject to Government Confirmation (2016 Version) (No. 72 [2016], State Council), and further effectively conduct the administration of the confirmation and recordation of foreign-funded projects, you are hereby notified of the relevant matters as follows: | | 为贯彻落实《国务院关于发布政府核准的投资项目目录（2016年本）的通知》（国发〔2016〕72号）要求，进一步做好外商投资项目核准和备案管理工作，现将有关事项通知如下： |
| I. The scope of foreign-funded projects subject to the confirmation system is as follows: | | 一、实行核准制的外商投资项目的范围为： |
(1) The restricted projects with a total investment (including capital increase) of USD 300 million or more as listed in the Catalogue of Industries for Guiding Foreign Investment shall be subject to confirmation by the National Development and Reform Commission, and the projects with a total investment (including capital increase) of USD 2000 million or more thereof shall be reported to the State Council for recordation.
