In order to legally try major administrative and civil and commercial cases across administrative regions in a timely and impartial manner and promote the shift of the trial work priority to lower levels, the resolution of disputes on the spot, and the provision of convenience for the parties to bring actions, issues concerning the trial of cases by the Circuit Courts of the Supreme People's Court (hereinafter referred to as the “circuit courts”) are hereby provided as follows in accordance with the Organic Law of the People's Courts of the People's Republic of China, the Administrative Litigation Law of the People's Republic of China, the Civil Procedure Law of the People's Republic of China | | 为依法及时公正审理跨行政区域重大行政和民商事等案件，推动审判工作重心下移、就地解决纠纷、方便当事人诉讼，根据《中华人民共和国人民法院组织法》《中华人民共和国行政诉讼法》《中华人民共和国民事诉讼法》《中华人民共和国刑事诉讼法》等法律以及有关司法解释，结合最高人民法院审判工作实际，就最高人民法院巡回法庭（简称巡回法庭）审理案件等问题规定如下。 |
| Article 1 The Supreme People's Court shall establish circuit courts to accept corresponding cases within the circuits. No. 1 Circuit Court is established in Shenzhen City, Guangdong Province, with the circuits of Guangdong Province, Guangxi Zhuang Autonomous Region, Hainan Province, and Hunan Province. No. 2 Circuit Court is established in Shenyang City, Liaoning Province, with the circuits of Liaoning Province, Jilin Province, and Heilongjiang Province. No. 3 Circuit Court is established in Nanjing City, Jiangsu Province, with the circuits of Jiangsu Province, Shanghai Municipality, Zhejiang Province, Fujian Province, and Jiangxi Province. No. 4 Circuit Court is established in Zhengzhou City, Henan Province, with the circuits of Henan Province, Shanxi Province, Hubei Province, and Anhui Province. No. 5 Circuit Court is established in Chongqing Municipality, with the circuits of Chongqing Municipality, Sichuan Province, Guizhou Province, Yunnan Province, and Tibet Autonomous Region. No. 6 Circuit Court is established in Xi'an City, Shaanxi Province, with the circuits of Shaanxi Province, Gansu Province, Qinghai Province, Ningxia Hui Autonomous Region, and Xinjiang Uygur Autonomous Region.
