| The Sixth Plenary Session of the 18th CPC Central Committee stressed that we must implement the mass line of the Party, solve actual problems and difficulties for the masses, serve as good public servants, and take all measures to address the anxieties and difficulties of the masses. The Supreme People's Court (“SPC”) has been attaching great importance to cases involving people's livelihood all along, especially to the enforcement of cases involving the wages of rural migrant workers, launched multiple special campaigns, and has been constantly demanding the reinforcement of the enforcement work. Nonetheless, it should be noted that there are still difficulties in the enforcement of cases involving people's livelihood and in particular, issues like the delayed payment of wages to rural migrant workers remain serious. With the approaching of New Year's Day and Spring Festival of 2017, to effectively implement the spirit of the Sixth Plenary Session of the 18th CPC Central Committee and make people enjoy the holidays happily and harmoniously, courts at all levels shall adhere to their common practices, carry out the campaign of centralized enforcement during the period between December 12, 2016 and February 11, 2017, effectively intensify the enforcement of cases involving people's livelihood, and focus on the following work: | | 党的十八届六中全会强调，必须贯彻党的群众路线，为群众办实事、解难事，当好人民公仆，千方百计为群众排忧解难。最高人民法院一直以来对涉民生案件，尤其对涉农民工工资案件的执行工作高度重视，多次开展专项活动，不断要求加大执行力度。但是也应该看到，涉民生案件执行依然困难，尤其是拖欠农民工工资等问题依然严峻。在2017年元旦、春节来临之际，为贯彻党的十八届六中全会精神，让人民群众过上一个欢乐祥和的节日，各级法院要坚持一贯做法，在2016年12月12日至2017年2月11日期间，开展集中执行行动，切实加大对涉民生案件的执行力度，并着力做好以下几个方面的工作： |
| I. Taking multiple measures to promote the effective enforcement of cases involving people's livelihood as soon as possible | | 一、多措并举，尽快促使涉民生案件得到有效执行 |
| 1. Effectively strengthening leadership and finding out the real situation. All higher courts shall fully draw on experience from the campaigns of the centralized enforcement of cases involving people's livelihood which were carried out in previous years; find out the accurate number of cases involving people's livelihood of which the enforcement remains unfinished, make concrete implementation plans in light of the actual local situations, and effectively conduct mobilization and deployment; guarantee the necessary manpower, material resources and financial support, and strengthen the guidance for intermediate and grassroots courts regarding the work of centralized enforcement. | | 1. 切实加强领导，摸清底数。各高院要充分借鉴往年涉民生案件集中执行活动的经验；准确把握未执结的涉民生案件底数，结合本地实际情况，制定具体实施方案，做好动员部署；落实必要的人力、物力和财力保障，加强对中、基层法院集中执行工作的指导。 |
