| Announcement on Matters concerning the Launch and Operation of the Origin Electronic Information Exchange System under the China-New Zealand Free Trade Agreement | | 关于中新（西兰）自贸协定原产地电子信息交换系统上线运行有关事宜的公告 |
| In order to further facilitate the implementation of the China-New Zealand Free Trade Agreement (hereinafter referred to as the “Agreement”), the “China-New Zealand Origin Electronic Information Exchange System” was officially launched on December 20, 2016 to transmit in real time the electronic data regarding the certificate of origin under the Agreement. The relevant matters are hereby announced as follows: | | 为进一步便利《中国-新西兰自由贸易协定》（以下简称《协定》）的实施，自2016年12月20日起，“中国-新西兰原产地电子信息交换系统”正式上线运行，实时传输《协定》项下原产地证书的电子数据。现就有关事宜公告如下： |
| I. In accordance with the relevant provisions of the Announcement No. 51 [2016] of the General Administration of Customs (“GACC”), the Agreement requires the “Declaration of Origin.” | | 一、按照海关总署公告2016年第51号的有关规定，《协定》属于“有原产地声明模式”。 |
The consignees of the imported goods or the agents thereof (hereinafter referred to as the “importers”) shall, when applying for enjoying the conventional tariff based on the certificates of origin, complete the Declaration Form for Imported Goods of the Customs of the People's Republic of China or the Recordation List of Goods Entering China of the Customs of the People's Republic of China in accordance with the relevant provisions of Announcements No. 20 [2016] and No. 51 [2016] of the GACC.
