The departments (bureaus) of human resources and social security of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps; and all occupational annuity fund management institutions: 各省、自治区、直辖市及新疆生产建设兵团人力资源社会保障厅(局),各职业年金基金管理机构:
In order to implement the Decision of the State Council on the Reform of the Pension Insurance System for Staff Members of State Organs and Public Institutions (No. 2 [2015], State Council), the Notice of the General Office of the State Council on Issuing the Measures for the Occupational Annuities of State Organs and Public Institutions (No. 18 [2015], General Office of the State Council), and the Notice of the Ministry of Human Resources and Social Security and the Ministry of Finance on Issuing the Interim Measures for the Management of Occupational Annuity Funds (No. 92 [2016], Ministry of Human Resources and Social Security) and regulate the management of occupational annuity plans, the Ministry of Human Resources and Social Security has developed the Guidelines for Management Contracts on Occupational Annuity Plans (hereinafter referred to as the “Contract Guidelines”). You are hereby notified of the relevant issues as follows:
