| Establishing pilot free trade zones (hereinafter referred to as the “PFTZs”) is a major policy decision of the CPC Central Committee and the State Council under new situations. In April, 2015, China (Guangdong) Pilot Free Trade Zone, China (Tianjin) Pilot Free Trade Zone, China (Fujian) Pilot Free Trade Zone and the Extensions of China (Shanghai) Pilot Free Trade Zone were put into operations. Over the past one year, these four provinces and municipalities as well as the relevant departments, in accordance with the arrangements of the CPC Central Committee and the State Council and by centering on the system innovation, simplified administrative procedures and delegated powers to lower levels, combined delegation with administration and improved their services, promoted the PFTZs to make bold explorations in multiple aspects such as investment, trade, finance, interim and ex-post supervision, and formed a new batch of reform and innovation achievements. Upon the approval of the CPC Central Committee and the State Council, this new batch of replicable and promotable experience on the pilot reform carried out in PFTZs will be replicated and promoted across the country.
