| Announcement on Relevant Matters concerning Adjusting the Supervision of the Means of Air or Water Transportation Entering and Leaving China and the Manifests Thereof | | 关于调整水空运进出境运输工具、舱单监管相关事项的公告 |
| For the purpose of ensuring the smooth progress of the national customs clearance integration reform, effectively strengthening the administration of the means of air or water transportation entering and leaving China and the goods and articles carried thereon, regulating the declaration and transmission of the data, guaranteeing the integrity and accuracy of the data, and effectively implementing the security access mechanism and risk prevention and control mechanism, relevant matters are hereby announced as follows: | | 为确保全国通关一体化改革的顺利推进，切实加强海关对水运和空运进出境运输工具及其所载货物、物品的管理，规范数据申报传输，保证数据完整准确，有效实施安全准入和风险防控机制，现就有关事项公告如下： |
I. The relevant logistics enterprises shall declare and transmit to the Customs the electronic data regarding the means of transportation that enter and leave China and the manifests thereof in strict accordance with the Measures of the Customs of the People's Republic of China for the Supervision of the Means of Transportation Entering and Leaving China (Order No. 196, GACC), the Measures of the Customs of the People's Republic of China for the Administration of the Manifests for the Means of Transportation Entering and Leaving China | | 一、相关物流企业应当严格按照《中华人民共和国海关进出境运输工具监管办法》（海关总署令第196号）、《中华人民共和国海关进出境运输工具舱单管理办法》（海关总署令第172号）以及本公告关于进出境运输工具和舱单电子数据申报传输时限、数据项、填制规范的规定，向海关申报传输进出境运输工具和舱单电子数据。 |
| The enterprises with a uniform social credit code shall, after undergoing registration formalities with the Customs, transmit the electronic data regarding the means of transportation that enter and leave China and the manifests thereof by providing their uniform social credit codes. | | 已具备统一社会信用代码的企业，经海关备案后使用统一社会信用代码向海关传输进出境运输工具和舱单电子数据。 |
| II. The ground handling agencies for aircrafts entering and leaving China shall undergo recordation formalities with the Customs and complete a Recordation Form of Ground Handling Agencies for Aircrafts Entering and Leaving China (See Annex 38) in accordance with the relevant provisions of Order No. 196 of the General Administration of Customs and Announcement No. 101 of the General Administration of Customs. | | 二、进出境航空器地面代理企业应当按照海关总署令第196号、海关总署公告2008年101号有关规定办理海关备案手续，并填写《进出境航空器地面代理企业备案表》（见附件38）。 |
| If any person in charge of the means of transportation entering and leaving China, any service enterprise or ground handling agency has the relevant information changed after filing such information with the Customs, he or it shall, within ten working days after the change of such recordation information, undergo the relevant recordation information modification formalities with the Customs upon the strength of the Recordation Modification Form (see Annex 7 to Announcement No. 79 [2010], GACC) and other relevant materials. | | 进出境运输工具负责人、服务企业、地面代理企业的相关信息在海关备案后发生变动的，应当在发生变动后10个工作日内，凭《备案变更表》（详见海关总署公告2010年79号附件7）及相关资料，向海关办理相关备案信息变更手续。 |
III. The function of recording transmission time limits under the administration system for manifests for water and air transportation will be activated to check whether the difference between the time when the electronic data on inspected manifests is transmitted into the system and the time when goods are loaded on ships (applicable to water transportation) or when goods arrive at the first destination port in China (applicable to air transportation) falls under the range of the time limits as prescribed by the Customs.
