| The year of 2016 is an opening year of the decisive stage in finishing building a moderately prosperous society in all respects. The general requirements on the legislative work of the Standing Committee of the National People's Congress (NPC) in 2016 are: comprehensively implementing the spirit of the 18th National Congress of the Communist Party of China (CPC), and the Third, Fourth, and Fifth Plenary Sessions of the 18th CPC Central Committee; being guided by the Deng Xiaoping Theory, the important thoughts of "Three Represents," and the Scientific Outlook on Development; profoundly studying and implementing the spirit of a series of important speeches delivered by the General Secretary Xi Jinping; following the overall layout for "economic, political, cultural, social, and ecological progress" and the strategic layout of "Four Comprehensives"; firmly developing and implementing the new concept of innovative, coordinated, green, open, and shared development; adhering to organic unity of the leadership of the CPC, the position of the people as masters of the country, and rule of law; making use of the role of legislation as a guiding and driving force; accelerating legislation in key areas; focusing on coordinated development of legal systems in all aspects; deeply advancing scientific legislation and democratic legislation; following and grasping legislative patterns; focusing on improving the quality of legislation; accelerating the formation of complete legal norms system; promoting development and ensuring good government with good laws; and making new contributions to bringing a good opening to the social and economic development in the era of "13th five-year plan", and striving for the great victory in the decisive stage in finishing building a moderately prosperous society in all respects. | | 2016年是全面建成小康社会决胜阶段的开局之年。全国人大常委会2016年立法工作的总体要求是：全面贯彻党的十八大和十八届三中、四中、五中全会精神，以邓小平理论、“三个代表”重要思想、科学发展观为指导，深入学习贯彻习近平总书记系列重要讲话精神，按照“五位一体”总体布局和“四个全面”战略布局，牢固树立和贯彻落实创新、协调、绿色、开放、共享的新发展理念，坚持党的领导、人民当家作主、依法治国有机统一，发挥立法的引领和推动作用，加快重点领域立法，注重各方面法律制度的协调发展，深入推进科学立法、民主立法，遵循和把握立法规律，着力提高立法质量，加快形成完备的法律规范体系，以良法促进发展、保证善治，为实现“十三五”时期经济社会发展良好开局、夺取全面建成小康社会决胜阶段的伟大胜利作出新贡献。 |

| Other laws, which are required to be developed and amended for purposes of the implementation of the arrangements of the Central Committee of CPC on comprehensively deepening reform, and comprehensively advancing rule of law, the "13th Five-Year Plan" as well as the reform of national defense and army, shall be arranged for deliberation in good time. | | 落实党中央关于全面深化改革、全面推进依法治国、“十三五”规划、国防和军队改革等部署需要制定和修改的其他法律，适时安排审议。 |
| (3) Items subject to preparation | | （三）预备项目。 |
The Surveying and Mapping Law, Mine Safety Law, Law on Farmers' Professional Cooperatives, Administrative Reconsideration Law, Administrative Oversight Law, Archives Law, Law on Officers in Active Service, Law on the Administration of Tax Collection, Land Administration Law and Standardization Law shall be amended. The Law on Nuclear Safety, Grain Law, Atomic Energy Law, Foreign Investment Law (The threes laws on foreign investment, namely the Law on Chinese-Foreign Equity Joint Ventures, and Law on Wholly Foreign-Owned Enterprises, and Law on Chinese-Foreign Contractual Joint Ventures shall be amended), Real Estate Tax Law, Law on Vessel Tonnage Dues, Tobacco Leaf Tax Law, Law on Public Libraries, and E-commerce Law shall be developed. These legislation items shall be studied and drafted by pertinent departments without delay, and shall, as the case may be, be arranged for deliberation in 2016 or years following 2016. Several other legislation items shall, as the case may be, be arranged for deliberation.
