| With the approval of the State Council, the following matters concerning the formation of foreign-funded credit reporting institutions are hereby announced: | | 经国务院批准，现就设立外商投资征信机构有关事宜公告如下： |
The formation of a foreign-funded credit reporting institution engaged in the individual credit reporting business shall comply with the provisions of Article 6 of the Regulation on the Administration of the Credit Reporting Industry and the Measures for the Administration of Credit Reporting Institutions. After the formation is permitted in advance by the People's Bank of China (“PBC”), the applicant may apply for approval to the Ministry of Commerce on the basis of the individual credit reporting business permit; and in the case of approval, an Approval Certificate for a Foreign-Funded Enterprise shall be issued to the applicant. The applicant shall undergo registration formalities at the administrative department for industry and commerce on the basis of the individual credit reporting business permit and the Approval Certificate for a Foreign-Funded Enterprise.
．．．．．． | | 设立经营个人征信业务的外商投资征信机构，应当符合《征信业管理条例》第六条和《征信机构管理办法》的规定。申请人在取得中国人民银行的前置许可后，凭个人征信业务经营许可证向商务部申请办理审批手续，予以批准的，发给外商投资企业批准证书。申请人凭个人征信业务经营许可证和外商投资企业批准证书，向工商行政管理部门办理注册登记手续。
