To implement the spirit of the Third Plenary Session of the 18th Central Committee of the Communist Party of China and the requirements of the State Council for further simplifying administration, decentralizing powers and promoting the transformation of functions, according to the current market competition, upon deliberation with and the approval of the Ministry of Housing and Urban-Rural Development, it is hereby decided that the restrictions on service fee standards for some construction projects shall be relaxed.
