| For purposes of implementing the spirit of simplifying administrative procedures and decentralizing powers and providing good services, further stimulating the market's vitality, and ensuring the effective implementation of the policies and measures that “stabilize growth, promote reform, adjust the structure and benefit the people,” the SAIC has reviewed the currently effective administrative rules for industry and commerce. Upon review, the SAIC decides that: | | 为了贯彻落实简政放权、优化服务的改革精神，进一步激发市场活力，保障“稳增长、促改革、调结构、惠民生”政策措施落实落地，国家工商行政管理总局对现行有效的工商行政管理规章进行了清理。经过清理，国家工商行政管理总局决定： |

| The Detailed Rules for the Implementation of the Regulation of the People's Republic of China on the Administration of Registration of Enterprise Legal Persons, the Administrative Measures for the Registration of Production and Business Operation Conducted by Enterprises of Foreign Countries (Regions) within the Territory of China, the Measures for the Administration of Authorized Registration of Foreign-Funded Enterprises and the Measures for the Registration of Equity Pledge at Administrative Departments for Industry and Commerce, as amended in accordance with this Decision, shall be reissued. | | 《中华人民共和国企业法人登记管理条例施行细则》《外国（地区）企业在中国境内从事生产经营活动登记管理办法》《外商投资企业授权登记管理办法》《工商行政管理机关股权出质登记办法》根据本决定作相应修改，重新公布。 |
