| The launch of the pilot work of parallel automobile import in the pilot free trade zones (hereinafter referred to as pilot FT zones) is a critical move for advancing the structural reform of the supply side of the automobile industry, accelerating the innovative development of the automobile circulation system and stimulating the vitality of the automobile market. For purposes of effectively implementing the relevant decisions and deployments of the State Council, accelerating the effective implementation of the policies and measures regarding the pilot work of parallel automobile import and facilitating the achievement of desirable outcomes of the pilot work, several opinions are hereby put forward as follows: | | 在自由贸易试验区（以下简称自贸试验区）开展汽车平行进口试点，是推进汽车领域供给结构性改革，加快汽车流通体制创新发展，激发汽车市场活力的重要举措。为落实国务院有关决策部署，加快推动汽车平行进口试点各项政策措施落地，促进试点工作取得实效，现提出如下意见： |
| I. Simplifying the administration of applying for the automatic import license for automobiles. Enterprises conducting the pilot work of parallel automobile import (hereinafter referred to as pilot enterprises) do not have to obtain the authorization of automobile suppliers to import automobiles or establish the distribution network and may, based on the actual need of their business activities, apply for the automatic import license for automobile products. The pilot enterprises shall, pursuant to the provisions on the administration of automatic import licenses, submit their licenses to the customs for examination at the import stage and go through the customs declaration formalities. | | 一、简化汽车自动进口许可证申领管理制度。平行进口汽车试点企业（以下简称试点企业）进口汽车和建立分销网络无需获得汽车供应商授权，可以按照经营活动实际需求，申领汽车产品自动进口许可证。试点企业按自动进口许可证管理的相关规定，在进口环节向海关交验许可证件，办理报关手续。 |
II. Deepening the reform of the compulsory product certification for parallel imported automobiles. Parallel imported automobiles shall meet the compulsory requirements of the state on the safety, energy conservation, quality standards and technical specifications and obtain the compulsory product certification (CCC) as stipulated by the laws and regulations of the state. For pilot enterprises with well-established “three guarantees” and recall system for household automobiles, the requirements on the submission of authorization documents for the application for the CCC may be loosened; for pilot enterprises which have effectively guaranteed the conformity of their automobiles, the quantitative requirement on the certification mode for automobiles not in mass production may be cancelled; for pilot enterprises which meet the industrial policies as well as the provisions on the customs and the inspection and quarantine, have effectively guaranteed the conformity of their automobiles and conduct the rectification just for meeting the standards in the pilot FT zones, it is permissible, based on the actual situations, to conduct the CCC factory inspection only on their rectification sites within the pilot FT zones.
