| Promoting the integrated development of the primary, secondary, and tertiary industries in rural areas (hereinafter referred to as “rural industries”) is an important move for expanding channels of farmers' revenue growth and building a modern agricultural industry system, and the inevitable requirement for accelerating the transformation of agricultural development modes and exploring the path of agricultural modernization with Chinese characteristics. With the approval of the State Council, the following opinions are hereby offered: | | 推进农村一二三产业（以下简称农村产业）融合发展，是拓宽农民增收渠道、构建现代农业产业体系的重要举措，是加快转变农业发展方式、探索中国特色农业现代化道路的必然要求。经国务院同意，现提出如下意见： |
| I, General requirements | | 一、总体要求 |
| 1. Guiding ideology. By fully implementing the spirit of the 18th National Congress of the Communist Party of China (CPC) and the Second, Third, Fourth, and Fifth Plenary Sessions of the 18th CPC Central Committee, in accordance with the decisions and deployments of the CPC Central Committee and the State Council, and in adherence to “Four Comprehensives” as a strategic blueprint (which refers to building a moderately prosperous society, deepening reform, advancing the rule of law and strictly governing the party), the concept of innovative, coordinated, green, open, and shared development shall be firmly established; the initiative shall be taken to adapt to a new normal of economic development; the agricultural industry shall be developed through the concept of the industry; with market demands as the orientation, with the improvement of the interest connection mechanism as the core, and with the innovation of systems, technologies and business models as the driving force, agriculture supply-side structural reform by relying on the new urbanization shall be promoted; focus shall be put on building a modern industrial system with the cross-integration of the agriculture industry and second and tertiary industries; a new pattern of rural development with urban and rural integration shall be formed; and agricultural efficiency enhancement, farmers' revenue growth and rural prosperity shall be promoted, so as to provide an important support for the sustained and sound development of the national economy and accomplishing the construction of a well-off society on all fronts. | | （一）指导思想。全面贯彻落实党的十八大和十八届二中、三中、四中、五中全会精神，按照党中央、国务院决策部署，坚持“四个全面”战略布局，牢固树立创新、协调、绿色、开放、共享的发展理念，主动适应经济发展新常态，用工业理念发展农业，以市场需求为导向，以完善利益联结机制为核心，以制度、技术和商业模式创新为动力，以新型城镇化为依托，推进农业供给侧结构性改革，着力构建农业与二三产业交叉融合的现代产业体系，形成城乡一体化的农村发展新格局，促进农业增效、农民增收和农村繁荣，为国民经济持续健康发展和全面建成小康社会提供重要支撑。 |
| 2. Basic principles. The basic rural operating system shall be adhered to and improved, the red line for arable land protection shall be firmly defended, and overall agricultural productivity shall be improved, so as to ensure national food security. Implementing localized policies and providing classified guidance shall be adhered to, and the integration modes of different areas and different industries shall be explored. Respecting the will of farmers shall be adhered to, and the connection of interests shall be strengthened, so as to ensure that farmers can obtain more reasonable benefits from industrial chains. In adherence to market orientation, the decisive role of the market in the allocation of resources shall be maximized; the roles of governments shall be brought into a better play; a good market environment shall be created; and the cultivation of market players shall be accelerated. In adherence to reform and innovation, the bottleneck of resources and barriers in the systems and mechanisms shall be broken, and the vitality of integrated development shall be unleashed. Agricultural modernization and new urbanization shall be adhered to being connected, both of which shall be promoted with the construction of new rural areas in a coordinated manner, and guidance shall be given to the cluster development of rural industries. | | （二）基本原则。坚持和完善农村基本经营制度，严守耕地保护红线，提高农业综合生产能力，确保国家粮食安全。坚持因地制宜，分类指导，探索不同地区、不同产业融合模式。坚持尊重农民意愿，强化利益联结，保障农民获得合理的产业链增值收益。坚持市场导向，充分发挥市场配置资源的决定性作用，更好发挥政府作用，营造良好市场环境，加快培育市场主体。坚持改革创新，打破要素瓶颈制约和体制机制障碍，激发融合发展活力。坚持农业现代化与新型城镇化相衔接，与新农村建设协调推进，引导农村产业集聚发展。 |
| 3. Main objectives. By 2020, the overall level of the integrated development of rural industries shall be significantly improved; a new pattern with a complete industrial chain, diversified functions, rich industry forms, closely connected interests, and more coherent integration of industries and cities shall be basically formed; the competitiveness of the agriculture industry shall be significantly increased; farmers' income shall be continuously increased; and rural vitality shall be significantly enhanced. | | （三）主要目标。到2020年，农村产业融合发展总体水平明显提升，产业链条完整、功能多样、业态丰富、利益联结紧密、产城融合更加协调的新格局基本形成，农业竞争力明显提高，农民收入持续增加，农村活力显著增强。 |
| II. Developing multiple types of the integration modes of rural industries | | 二、发展多类型农村产业融合方式 |
| 4. Focusing on promoting new urbanization. The integrated development of rural industries shall be effectively combined with new urbanization; and secondary and tertiary industries in rural areas shall be guided in being concentrated on counties, key townships and industrial parks. Planning guidance and market development shall be strengthened; and small towns with professional characteristics in the processing of farm produce, commerce, trade, logistics and other aspects shall be fostered. Industrial support shall be intensified; differentiated policies for permanent residence registration shall be implemented; efforts shall be made to achieve the full coverage of urban basic public services in permanent population; and rural migrants shall be absorbed in a steady manner. (The National Development and Reform Commission (NDRC), the Ministry of Agriculture, the Ministry of Commerce and other departments shall be responsible in this respect.) | | （四）着力推进新型城镇化。将农村产业融合发展与新型城镇化建设有机结合，引导农村二三产业向县城、重点乡镇及产业园区等集中。加强规划引导和市场开发，培育农产品加工、商贸物流等专业特色小城镇。强化产业支撑，实施差别化落户政策，努力实现城镇基本公共服务常住人口全覆盖，稳定吸纳农业转移人口。（发展改革委、农业部、商务部等负责） |
| 5. Accelerating the adjustment of agricultural structure. With the combination of agriculture and animal husbandry, combination of agriculture and forestry, and circular development as the orientation; the agricultural planting and breeding structures shall be adjusted and optimized; and the development of green agriculture shall be accelerated. A modern industry system for forage shall be built; the planting of quality forage shall be promoted; and the coordinated development of ternary planting structure of grain, cash crops and forage shall be promoted. The circular agriculture combining planting and breeding shall be vigorously developed, and large-scale farms shall be distributed in a reasonable manner. The construction of marine ranching shall be strengthened. The underwood economy shall be actively developed, and the compound management of agriculture and forestry shall be promoted. New crop varieties which are suitable for deep processing and leisure picking shall be promoted. The building of the agricultural standard system shall be strengthened, and the entire production process management shall be strictly controlled. (The Ministry of Agriculture, the State Forestry Administration, the Ministry of Science and Technology and other departments shall be responsible in this respect.) | | （五）加快农业结构调整。以农牧结合、农林结合、循环发展为导向，调整优化农业种植养殖结构，加快发展绿色农业。建设现代饲草料产业体系，推广优质饲草料种植，促进粮食、经济作物、饲草料三元种植结构协调发展。大力发展种养结合循环农业，合理布局规模化养殖场。加强海洋牧场建设。积极发展林下经济，推进农林复合经营。推广适合精深加工、休闲采摘的作物新品种。加强农业标准体系建设，严格生产全过程管理。（农业部、林业局、科技部等负责） |
| 6. Extending the agricultural industry chains. The agricultural producer service industry shall be developed; and the provision of market-oriented and professional services such as cultivation and collection on behalf of farmers, trusteeship of large-scale farmland, unified prevention and control of diseases, and drying and storage shall be encouraged. The policy of subsidies for the primary processing of farm produce in their producing areas shall be improved; the areas where such policies are implemented and the scope of varieties shall be expanded; and the policy of electricity for agricultural use shall apply to the use of electricity in the primary processing of farm produce. Policy guidance shall be strengthened; the development of the deep processing of farm produce shall be supported; the concentration of such processing in advantageous producing areas and key logistics notes shall be promoted; and the pace of erosion of grain, cotton and oil inventories shall be accelerated. The development of the specialty processing industry in rural areas shall be supported. The cold-chain logistics system of farm produce shall be accelerated; the construction of wholesale market in the advantageous producing areas shall be supported; and the effective connection of the market circulation system and the storage, transportation, and processing layouts shall be promoted. A certain proportion separately from the annual construction land quota of provinces (autonomous regions and municipalities directly under the Central Government) shall be specially used by new-type agricultural operators in the construction of the processing, warehousing and logistics of farm produce, wholesale markets in the producing areas of farm produce, and other auxiliary facilities. The marketing system for the producing areas of farm produce shall be improved; the production and marketing connection in various forms such as the connection of farm produce production and supermarkets and the connection of farm produce production and enterprises shall be promoted; and the establishment of direct sales outlets of fresh farm produce in urban communities shall be encouraged. (The Ministry of Agriculture, the NDRC, the Ministry of Finance (MOF), the Ministry of Industry and Information Technology (MIIT), the Ministry of Land and Resources, the Ministry of Commerce, the All China Federation of Supply and Marketing Cooperatives and other departments shall be responsible in this respect.) | | （六）延伸农业产业链。发展农业生产性服务业，鼓励开展代耕代种代收、大田托管、统防统治、烘干储藏等市场化和专业化服务。完善农产品产地初加工补助政策，扩大实施区域和品种范围，初加工用电享受农用电政策。加强政策引导，支持农产品深加工发展，促进其向优势产区和关键物流节点集中，加快消化粮棉油库存。支持农村特色加工业发展。加快农产品冷链物流体系建设，支持优势产区产地批发市场建设，推进市场流通体系与储运加工布局有机衔接。在各省（区、市）年度建设用地指标中单列一定比例，专门用于新型农业经营主体进行农产品加工、仓储物流、产地批发市场等辅助设施建设。健全农产品产地营销体系，推广农超、农企等形式的产销对接，鼓励在城市社区设立鲜活农产品直销网点。（农业部、发展改革委、财政部、工业和信息化部、国土资源部、商务部、供销合作总社等负责） |
| 7. Expanding multiple functions of the agricultural industry. The overall planning shall be strengthened, and the deep integration of the agricultural industry and tourism, education, culture, health, pension and other industries shall be promoted. Multiple forms of rural home inns shall be actively developed, and the management level and service quality shall be improved. A group of special tourism towns and model rural tourism villages with historical, geographical or ethnic characteristics shall be established, and new-type rural tourism and leisure products shall be developed in an orderly manner. Qualified regions shall be encouraged to develop smart rural tourism and improve online marketing capabilities. The protection of traditional culture in rural areas shall be strengthened; agricultural cultural heritages shall be developed in a reasonable manner; the farming cultural education into schools shall be vigorously promoted; existing resources shall be utilized in an overall manner in the construction of agricultural education and social practice bases; and the public, especially students in middle and primary schools, shall be guided in participating in agricultural science and farming experience. (The Ministry of Agriculture, China National Tourism Administration, the NDRC, the MOF, the Ministry of Education, the Ministry of Culture, the Ministry of Civil Affairs, the State Forestry Administration and other departments shall be responsible in this respect.) | | （七）拓展农业多种功能。加强统筹规划，推进农业与旅游、教育、文化、健康养老等产业深度融合。积极发展多种形式的农家乐，提升管理水平和服务质量。建设一批具有历史、地域、民族特点的特色旅游村镇和乡村旅游示范村，有序发展新型乡村旅游休闲产品。鼓励有条件的地区发展智慧乡村游，提高在线营销能力。加强农村传统文化保护，合理开发农业文化遗产，大力推进农耕文化教育进校园，统筹利用现有资源建设农业教育和社会实践基地，引导公众特别是中小学生参与农业科普和农事体验。（农业部、旅游局、发展改革委、财政部、教育部、文化部、民政部、林业局等负责） |
| 8. Vigorously developing new business types of the agricultural industry. The action plan for “Internet + modern agriculture” shall be implemented; the application of modern information technologies to agricultural production, operation, management and services shall be promoted; and the transformation of the Internet of Things for field planting, livestock and poultry breeding, fishery production, among others, shall be encouraged. By use of big data, cloud computing and other technologies, the monitoring, statistics, analysis, early warning, information release and other means shall be improved; and the agricultural information monitoring and early warning system shall be improved. Agricultural e-commerce shall be vigorously developed, and the distribution and integrated service networks shall be improved. Science, technology, humanities, and other elements shall be promoted into the agricultural industry; and farmland art scenes, agricultural gardens on balconies and other creative agriculture shall be developed. The development of industrial agriculture, three-dimensional agriculture and other high-tech agriculture in the outskirts of large cities shall be encouraged, so as to improve the capability to guarantee the supply of local fresh farm produce. The development of agricultural production and leasing businesses shall be encouraged, and customization services of farm produce, exhibition agriculture, agricultural crowdfunding and other new business types shall be actively explored. (The Ministry of Agriculture, the NDRC, the Ministry of Science and Technology, the MIIT, the MOF, the Ministry of Commerce, the State Forestry Administration and other departments shall be responsible in this respect.) | | （八）大力发展农业新型业态。实施“互联网＋现代农业”行动，推进现代信息技术应用于农业生产、经营、管理和服务，鼓励对大田种植、畜禽养殖、渔业生产等进行物联网改造。采用大数据、云计算等技术，改进监测统计、分析预警、信息发布等手段，健全农业信息监测预警体系。大力发展农产品电子商务，完善配送及综合服务网络。推动科技、人文等元素融入农业，发展农田艺术景观、阳台农艺等创意农业。鼓励在大城市郊区发展工厂化、立体化等高科技农业，提高本地鲜活农产品供应保障能力。鼓励发展农业生产租赁业务，积极探索农产品个性化定制服务、会展农业、农业众筹等新型业态。（农业部、发展改革委、科技部、工业和信息化部、财政部、商务部、林业局等负责） |
9. Guiding the cluster development of industries. The effective connection between the integrated development of rural industries and urban and rural planning and overall land use plans shall be strengthened; and the spatial distribution and function positioning of county industries shall be improved. The arable land and construction land newly increased through the consolidation of idle house sites in rural areas, land consolidation, and other means shall be preferentially used in the integrated development of rural industries. Agricultural industrialization demonstration bases and modern agriculture demonstration zones shall be established; the supporting service system shall be improved; and farm produce distribution centers, logistics centers and exhibition centers shall be formed. One industry in each township (county) and one product in each village shall be supported and developed; the brands of rural handicrafts and local specialties in rural areas shall be cultivated in an accelerated manner; and the brand building of farm produce shall be promoted. By relying on national agricultural science and technology parks, agricultural research institutions and the “World of Entrepreneurs,” the clusters of enterprises which engage in the innovation and application of agricultural science and technology shall be cultivated. (The NDRC, the Ministry of Agriculture, the Ministry of Land and Resources, the Ministry of Science and Technology, the MIIT, the Ministry of Education, the MOF, the Ministry of Commerce, the State Administration for Industry and Commerce (SAIC) and other departments shall be responsible in this respect.)
