| The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange (“SAFE”) in all provinces, autonomous regions, and municipalities directly under the Central Government; and the SAFE branches in Shenzhen, Dalian, Qingdao, Xiamen, and Ningbo: | | 国家外汇管理局各省、自治区、直辖市分局、外汇管理部，深圳、大连、青岛、厦门、宁波市分局： |
| For the purposes of further improving China's balance-of-payments statistical basis, gradually expanding the coverage of reporting entities, and improving China's balance-of-payments data quality, in accordance with the Measures for the Balance-of-Payments Statistical Reporting (Order No. 642, State Council of the People's Republic of China) and the Statistical System of External Financial Assets, Liabilities and Transactions (No. 24 [2018], SAFE), the SAFE formally started the work concerning non-financial enterprises' reporting of external financial assets, liabilities and transactions. In consideration of enterprises' total foreign-related receipts and payments and the facts found in previous surveys, enterprises whose total foreign-related receipts and payments in 2018 are worth more than USD700 million shall in principle be included in the first group of reporting enterprises, and all branches and foreign exchange administrative departments of the SAFE (hereinafter referred to as “all branches”) may make individual adjustments according to actual circumstances. All branches are requested to direct enterprises to report external financial assets, liabilities and transactions according to the following arrangements: | | 为进一步完善我国国际收支统计基础，逐步扩大申报主体覆盖面，提升我国国际收支数据质量，根据《国际收支统计申报办法》（中华人民共和国国务院令第642号）、《对外金融资产负债及交易统计制度》（汇发〔2018〕24号文印发），国家外汇管理局正式启动非金融企业对外金融资产负债及交易申报工作。结合企业涉外收支规模和前期调研情况，原则上将2018年涉外收付款规模等值7亿美元以上的企业作为第一批申报企业，各分局、外汇管理部（以下简称“各分局”）可根据实际情况进行个别调整。请各分局按照如下安排指导企业开展对外金融资产负债及交易申报工作： |
