| Guiding Opinions on Further Strengthening the Administration of Industrial Standards | | 关于进一步加强行业标准管理的指导意见 |
| For the purposes of addressing the requirements of high-quality economic and social development in China, accelerating the establishment of standard systems that are simplified, efficient and support coordination between standards, and maximizing the role of industrial standards in providing technical support in accordance with the Standardization Law of the People's Republic of China and the Plan for Deepening the Reform of Standardization Work, the opinions on further strengthening the administration of industrial standards are hereby offered as follows: | | 为适应我国经济社会高质量发展的需求，根据《中华人民共和国标准化法》和国务院印发的《深化标准化工作改革方案》要求，加快建立协调配套、简化高效的标准体系，充分发挥行业标准的技术支撑作用，现就进一步加强行业标准管理提出以下意见。 |
| I. Clarifying the scope of industrial standards: Industrial standards are standards developed for technical requirements that lack national standards and need to be unified within a certain industry across the country. They are also public welfare standards, the development of which is organized by the relevant administrative departments of the State Council (hereinafter referred to as ‘industrial administrative departments'). The scope of industrial standards shall be restricted within the functions of the industrial administrative departments, with a focus on setting standards to meet the needs of major products, engineering technologies, services and industrial management in the respective industries. Efforts shall be made to moderately control the number of newly added industrial standards, encourage further integration and optimization of the relevant industrial standards, expand the coverage of a single industrial standard, and enhance the systems and common use of industrial standards. If it is necessary to adjust the scope of industrial standards in response to the needs of economic and social development, the requirements of the institutional reform of the State Council, and the issue of overlapping of industrial standards, the industrial administrative departments shall submit a recommendation on adjustment to the administrative department of standardization of the State Council (hereinafter referred to as the ‘administrative department of standardization'), which shall examine the recommendation and determine the adjustment after requesting comments from other relevant administrative departments. If there is any inter-departmental or cross-industry technical requirement, the development of national standards shall be reported for approval as required. | | 一、明晰行业标准的范围。行业标准是对没有国家标准而又需要在全国某个行业范围内统一的技术要求所制定的标准，是国务院有关行政主管部门(以下称行业主管部门)组织制定的公益类标准。行业标准的范围应限定在行业主管部门职责范围内，重点围绕本行业领域重要产品、工程技术、服务和行业管理需求制定行业标准。适量控制新增行业标准数量，鼓励进一步整合优化相关行业标准，提升单项行业标准覆盖面，增强行业标准的系统性、通用性。行业标准范围根据经济社会发展需要、国务院机构改革要求、行业标准交叉问题等需要调整的，应由行业主管部门向国务院标准化行政主管部门(以下称标准化主管部门)提出调整建议，经征求其他相关行业主管部门意见后由标准化主管部门审查确定。跨部门、跨行业的技术要求应按规定申报制定国家标准。 |
II. Optimizing the supply structure of industrial standards: The overall requirements for the reform of “simplification of administrative procedures and decentralization of powers, combination of decentralization and appropriate control, and optimization of services” shall be implemented. Industrial standards shall be encouraged to put more focus on the support for the industrial administrative departments to perform administrative functions, the provision of public services, and other public welfare programs. The quantity and scale of industrial standards that no longer meet the reform requirements shall be checked and reduced step by step so as to leave more room for standards developed independently by the market. A mechanism for the withdrawal of industrial standards for general products and services shall be established, social groups shall be encouraged to supply standards in the relevant industries, and the role of independent development of standards by the market in supplementing and supporting the organization of standard development by the government shall be fully leveraged.
．．．．．． | | 二、优化行业标准供给结构。贯彻落实“放管服”改革总体要求，推动行业标准更多聚焦支撑行业主管部门履行行政管理、提供公共服务的公益属性，逐步清理和缩减不适应改革要求的行业标准数量和规模，为市场自主制定的标准留出发展空间。探索建立一般性产品和服务行业标准退出机制，鼓励社会团体承担相应行业领域内标准的供给工作，充分发挥市场自主制定标准对政府组织制定标准的补充支撑作用。
