司法部关于印发《司法行政强制隔离戒毒所安全警戒工作规定》的通知

各省、自治区、直辖市司法厅（局），新疆生产建设兵团司法局：
为切实做好司法行政强制隔离戒毒所安全警戒工作，根据《中华人民共和国人民警察法》、《中华人民共和国禁毒法》、《戒毒条例》以及《司法行政机关强制隔离戒毒工作规定》等法律、行政法规、规章，研究制定了《司法行政强制隔离戒毒所安全警戒工作规定》。现予以印发，请认真贯彻执行。
司法行政强制隔离戒毒所安全警戒工作规定
　　第一条　为维护强制隔离戒毒所所内秩序，提高强制隔离戒毒场所安全管理工作水平，根据《中华人民共和国人民警察法》、《中华人民共和国禁毒法》、《戒毒条例》以及《司法行政机关强制隔离戒毒工作规定》等法律、行政法规、规章，制定本规定。
　　第二条　安全警戒工作应当坚持依法规范、预防为主、联防联动、处置高效的原则。
　　第三条　强制隔离戒毒所应当加强安全警戒工作，建立安全警戒护卫机构，发挥警戒护卫作用，维护场所秩序和安全。
　　第四条　强制隔离戒毒所应当按照强制隔离戒毒人员总数的2%-3%的比例在正式人民警察编制中选配专兼职安全警戒人员，其中专职人员不得少于安全警戒人员总数的60%， 40周岁以下人民警察比例不得少于安全警戒人员总数的50%。
