| Announcement on the Participation of Newly-Added Third-Party Payment Companies in Building the Electronic Payment System for Customs Duties and Dues | | 关于新增第三方支付公司参与海关税费电子支付系统建设的公告 |
| In order to enhance market vitality and introduce a competitive mechanism, in accordance with the provisions of the Announcement No. 78 [2014] of the General Administration of Customs, the General Administration of Customs has approved three eligible third-party payment companies, namely, Shanghai ChinaPay Electronic Payment Services Co., Ltd., Tianjin Reapal Payment Network Co.,Ltd., and Clearing Center for City Commercial Banks to participate in the building of the national electronic payment system for customs duties and dues. The relevant requirements for the third-party payment companies are hereby announced as follows: | | 为增强市场活力、引入竞争机制，根据海关总署2014年第78号公告规定，海关总署同意对符合条件的上海银联电子支付服务有限公司、天津融宝支付网络有限公司、城市商业银行资金清算中心等3家第三方支付公司参与全国海关税费电子支付系统建设。现将对第三方支付公司的有关要求公告如下： |
I. They shall provide the enterprise customers which need to pay duties and dues with payment, refund and online reconciliation services, and shall handle and solve the problems encountered during the use of the system in a timely manner.
