| To mark the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression as well as the World Anti-Fascist War and reflect the concept of the rule of law and the humanitarian spirit, in accordance with the decision of the 16th session of the Standing Committee of the Twelfth National People's Congress, special amnesty is hereby granted to the following prisoners who are serving sentences under effective judgments made by the people's courts before January 1, 2015, and will not pose a real threat to the society after their release: | | 为纪念中国人民抗日战争暨世界反法西斯战争胜利70周年，体现依法治国理念和人道主义精神，根据第十二届全国人民代表大会常务委员会第十六次会议的决定，对依据2015年1月1日前人民法院作出的生效判决正在服刑，释放后不具有现实社会危险性的下列罪犯实行特赦： |
| I. Prisoners who fought in the Chinese People's War of Resistance against Japanese Aggression or the Chinese People's War of Liberation. | | 一、参加过中国人民抗日战争、中国人民解放战争的； |
| II. Prisoners who fought in wars against foreign invaders to protect national sovereignty, security and territorial integrity after the People's Republic of China was founded, excluding those convicted of embezzlement or bribery, violent crimes such as intentional homicide, rape, robbery, kidnapping, arson, explosion, placing dangerous substances, or organized violent crimes, organized gang crimes, the crime of endangering national security, or terror offences and those who are principal criminals in organized crimes or repeat offenders. | | 二、中华人民共和国成立以后，参加过保卫国家主权、安全和领土完整对外作战的，但犯贪污受贿犯罪，故意杀人、强奸、抢劫、绑架、放火、爆炸、投放危险物质或者有组织的暴力性犯罪，黑社会性质的组织犯罪，危害国家安全犯罪，恐怖活动犯罪的，有组织犯罪的主犯以及累犯除外； |
| III. Prisoners who have attained the age of 75 with serious physical disabilities and cannot live on their own. | | 三、年满七十五周岁、身体严重残疾且生活不能自理的； |
IV. Prisoners who committed crimes when they were under the age of 18 and are sentenced to imprisonment of not more than three years or are serving remaining prison terms of not more than one year, excluding those convicted of serious violent crimes such as intentional homicide or rape, terror offences, or drug trafficking.
