财政部关于印发《革命老区转移支付资金管理办法》的通知

河北省、山西省、内蒙古自治区、辽宁省、黑龙江省、吉林省、安徽省、福建省、江西省、山东省、河南省、湖北省、湖南省、广东省、广西壮族自治区、海南省、重庆市、四川省、贵州省、云南省、陕西省、甘肃省、宁夏回族自治区财政厅（局）：
为规范革命老区转移支付工作，我部制定了《革命老区转移支付资金管理办法》。经国务院批准，现予印发，请认真贯彻执行。

革命老区转移支付资金管理办法

第一章　总则

　　第一条　为促进革命老区各项社会事业发展，支持革命老区改善和保障民生，进一步规范革命老区转移支付资金管理，提高资金使用效益，制定本办法。
　　第二条　本办法所称革命老区转移支付资金，是指中央财政设立，主要用于加强革命老区专门事务工作和改善革命老区民生的一般性转移支付资金。
　　第三条　革命老区转移支付资金分配对象为对中国革命作出重大贡献、经济社会发展相对落后、财政较为困难的革命老区县、自治县、不设区的市、市辖区（以下统称县）。
　　第四条　革命老区转移支付资金的管理应当遵循突出重点、公开透明、注重实效、强化监督的原则。

第二章　资金分配和下达

　　第五条　中央财政在年度预算中安排革命老区转移支付资金。
省级财政根据本地区实际情况，可在年度预算中安排一定资金，与中央财政补助资金一并使用。
革命老区转移支付资金不要求县级财政配套，不得为其他专项资金进行配套。
　　第六条　财政部参考对各地区管理使用转移支付资金的绩效评价和监督检查结果，采用因素法分配革命老区转移支付资金。
财政部于每年全国人民代表大会批准预算后30日内，将当年革命老区转移支付下达省级财政部门；9月30日前，提前向省级财政部门下达下一年度革命老区转移支付预算。
