The inspection and quarantine bureaus of Tianjin, Shanghai, Fujian, Xiamen, Guangdong, Shenzhen and Zhuhai: 天津、上海、福建、厦门、广东、深圳、珠海检验检疫局:
In order to further promote the development of free trade zones (“FTZs”), maximize the functional roles of inspection and quarantine, and promote the level of trade facilitation of FTZs, the General Administration of Quality Supervision, Inspection and Quarantine (“AQSIQ”) has, on the basis of summarizing the replicable and widely applicable experience in inspection and quarantine of China (Shanghai) Pilot Free Trade Zone (“SHFTZ”), conduct deliberation on the following opinions on deepening the reform of the inspection and quarantine supervision mode to support the development of FTZs. 为进一步促进自贸区发展,切实发挥检验检疫的职能作用,提升自贸区贸易便利化水平,在总结上海自贸区检验检疫可复制可推广经验的基础上,质检总局研究以下深化检验检疫监管模式改革支持自贸区发展的意见。
I. Further making innovation in systems and mechanisms   一、进一步创新体制机制
1. Conducting the line-division supervision and administration of inspection and quarantine in a scientific manner. Under the principles of “relaxing restrictions on the first-line” and “strict control over the second line” and strictly preventing quality and safety risks and maximizing facilitation, the first line shall primarily conducts the onsite entry and exit quarantine, examination and handling; and the second line shall primarily conduct the inspection and quarantine supervision and laboratory testing of imported and exported products, so as to maintain the quality and safety. The quality and safety administration centering on risk monitoring shall be conducted for the imported and exported commodities and import and export enterprises in FTZs (including areas under special customs supervision and non- areas under special customs supervision). 1.科学实施检验检疫分线监督管理。按照一线放开、二线管住,严密防范质量安全风险和最大便利化的原则,一线主要实施进出境现场检疫、查验及处理;二线主要实施进出口产品检验检疫监管及实验室检测,维护质量安全。对区内(含特殊监管区域和非特殊监管区域)进出口商品及企业实施风险监测为主的质量安全管理。
2. Improving the inspection and quarantine examination and supervision mode. The pre-inspection system for the goods entering FTZs shall be implemented, and the goods entering FTZs may be subject to “one-off inspection and quarantine when they enter FTZs” and “write-off in batches when they leave FTZs.” For imported aquatic products, frozen products, plants and their products, hides, feeds from animal sources, renewable resources, hazardous goods and their packages, among others, which are processed and used in FTZs, the centralized inspection and quarantine examination may be implemented in light of the provisions on designated ports. For the exported foods which are produced in FTZs, the risk monitoring shall be conducted in accordance with the monitoring plans of the state. 2.完善检验检疫查验监管模式。实行入区货物预检验制度,进入自贸区内的货物可实施入区一次检验检疫、出区分批核销。对自贸区内加工使用的进口水产品、冻品、植物及其产品、皮张、动物源性饲料、再生资源、危险货物及其包装等,可结合指定口岸规定,实施集中检验检疫查验。对区内生产的出口食品,按照国家监控计划实施风险监控。
3. Further expanding the scope of classified supervision. On the basis of intensifying credit administration, conformity assessment and risk analysis, the classified administration of industrial products shall be further improved. The new modes for classified supervision of inspection and quarantine on food, cosmetics, and animals and plants and their products shall be explored, and multiple customs release modes on the basis of conformity assessment shall be conducted in light of different objects of supervision and product characteristics. More support shall be given to the pilot program of the reform in the industry standards for the development of FTZs. 3.进一步扩大分类监管范围。在强化信用管理、合格评定和风险分析的基础上,进一步完善工业品分类管理。探索自贸区内食品、化妆品、动植物及其产品检验检疫分类监管新模式,针对不同的监管对象和产品特点,实行基于合格评定的多种放行模式。加强支持自贸区发展的行业标准改革试点工作。
4. Promoting the system for accepting the inspection results from the third parties. The promotion of the issuance of measures for the administration of the acceptance of inspection results from the third parties shall be accelerated, and the scope of the business of accepting the inspection results from the third parties shall be expanded. According to the information on the inspection supervision of imported and exported commodities and the information on risk information monitoring, the dynamic adjustment mechanism for third-party result acceptance projects shall be established. The formation of the third-party inspection and authentication institutions for imported and exported commodities in FTZs shall be encouraged. The implementation of the acceptance of the third-parties' inspection and certification results shall be promoted. 4.推进第三方结果采信制度。加快推进第三方检验结果采信管理办法的出台,扩大第三方检验结果采信业务范围。根据进出口商品检验监管情况以及风险信息监测情况,建立第三方采信项目动态调整机制。鼓励在自贸区内成立进出口商品第三方检验鉴定机构。推动实施第三方检验认证结果采信。
II. Further simplifying administrative procedures and delegating powers to lower levels   二、进一步简政放权
5. Optimizing the quarantine approval of the animals and plants entering China. The scope and items of quarantine approval of the animals and plants entering China shall be combed in a systematic manner; the upgrading and reconstruction of the quarantine approval system for animals and plants shall be completed; approval items and approval steps shall be curtailed; and approval procedures shall be further simplified. On the basis of the requirements of the authoritative and unified quarantine approval technical specifications, bureaus directly under the AQSIQ shall be gradually authorized to undertake the relevant approval items. Research shall be actively conducted on the measures for strengthening the interim and ex post supervision of the imported agricultural products after the simplification of the approval procedures. 5.优化进境动植物检疫审批。系统梳理进境动植物检疫审批范围及项目,完成动植物检疫审批系统升级改造,减少审批项目和审批环节,进一步简化审批手续。在权威统一的检疫审批技术规范要求基础上,逐步授权直属局承办相关审批事项。积极研究简化审批后进口农产品事中事后监管加强措施。
6. Supporting the building of inspection, testing and certification institutions. The building of the national sub-centers for monitoring the quality and safety risks of imported and exported commodities in FTZs shall be supported. The socialized reform for inspection and testing shall be supported; the restrictions on certification and accreditation as well as inspection and testing institutions in establishing branches and conducting business in FTZs shall be gradually removed, and the formation of the third-party inspection and authentication institutions for imported and exported commodities and the compulsory product certification and designation institutions within FTZs shall be encouraged. The approval of the expansion of the scope of the certification business by the subsidiaries of the foreign-invested certification institutions shall be cancelled; the approval procedures shall be improved; and the approval efficiency shall be improved. 6.支持检验检测认证机构建设。支持在自贸区内建设进出口商品质量安全风险国家监测分中心。支持检验检测社会化改革,逐步开放外资认证认可、检验检测机构在自贸区设立分支机构并开展业务,鼓励在自贸区内成立进出口商品第三方检验鉴定机构和强制性产品认证指定机构。取消外商投资认证机构子公司扩大认证业务范围的审批,完善审批程序,提高审批效率。
7. Simplifying the quarantine approval of the entry and exit special products. Risk administration shall be conducted on entry and exit microorganisms, human tissues, biological products, human blood and blood products and other special articles, and the dynamic supervision system featured by enterprise classification and product grading shall be conducted. The approval process for special articles shall be simplified; and the approval period for low-risk special articles shall be extended to 12 months; and write-off in batches and follow-up supervision shall be implemented.

 7.简化进出境特殊制品检疫审批。对出入境微生物、人体组织、生物制品、人类血液及其制品等特殊物品采用风险管理,实行企业分类、产品分级的动态监管制度。缩短特殊物品审批流程,对低风险特殊物品审批期限放宽至12个月,实施分批核销、后续监管。
