| To implement the spirit of the Third Plenary Session of the 18th Central Committee of the Communist Party of China, allow the market to play a decisive role in the allocation of resources, and promote the development of the tobacco industry, it is hereby decided to decontrol the purchasing prices of leaf tobacco. I. From 2015, the purchasing prices of leaf tobacco for flue-cured tobacco, burley tobacco, aromatic tobacco, and other tobacco of various varieties and grades shall be decontrolled, and be regulated by the market. China National Tobacco Corporation may independently determine the purchasing prices of leaf tobacco based on the costs of and profits from tobacco planting, the demand of industrial enterprises, and the requirements for industry development.
