Guiding Opinions of the Standardization Administration and the National Energy Administration on Strengthening the Standardization of the Internet of Energy

The market regulation bureaus (departments and commissions), and the development and reform commissions (energy administrations) of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corp: 各省、自治区、直辖市及新疆生产建设兵团市场监管局(厅、委)、发展改革委(能源局):
Internet of Energy (“IoE”) is an open-ended energy interconnection network that features efficiency, cleanness, low carbon and safety, considers electricity as the core energy and integrates heating, cooling, natural gas and other energies. By comprehensively using Internet-based technologies, IoE combines the energy system with the information communication system, and coordinates the generation, transmission, distribution, storage, consumption and trading of multiple energies. Currently, China is facing an important period in the construction of IoE; and the IoE standardization is of vital importance to the technological progress and the sound industrial development. To further advance the standardization, the guiding opinions are hereby offered as follows: 能源互联网是以电能为核心,集成热、冷、燃气等能源,综合利用互联网技术,深入融合能源系统与信息通信系统,协调多能源的生产、传输、分配、存储、消费及交易,具有高效、清洁、低碳、安全等特点的开放式能源互联网络。当前是我国能源互联网建设的重要时期,开展能源互联网标准化工作对于促进能源互联网技术进步和产业健康发展、构建新型能源体系具有重要意义。为进一步加强能源互联网标准化工作,现提出以下指导意见。
I. General Requirements   一、总体要求
1. Guiding Ideology (一)指导思想。
Efforts shall be made to take Xi Jinping Thoughts on Socialism with Chinese Characteristics for a New Era as the guideline; fully implement the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee; fulfill the strategic thinking of “Four Revolutions and One Cooperation” in the energy sector proposed at the Sixth Session of the Central Leading Group for Finance and Economy and the requirements for deepening the state's reform of standardization; establish a cross-sector, cross-field IoE standardization system that satisfies the demands of China's technological and industrial development; harness the role of standardization in regulation, guidance and support; promote the advancement in IoE technologies and equipment; and push forward the coordinated development of energy, Internet, and other relevant industries. 以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中全会精神,落实中央财经领导小组第六次会议关于能源“四个革命,一个合作”战略思想以及国家深化标准化工作改革要求,建立跨行业、跨领域、适应我国技术和产业发展需要的能源互联网标准体系,充分发挥标准的规范、引领和支撑作用,推动能源互联网技术和装备进步,促进能源、互联网等相关产业协调发展。
2. General Principles (二)基本原则。
Continuing the broad participation and active collaboration: taking into consideration the IoE technologies and the actual industrial development in China, encouraging the relevant exemplary entities and standardization organizations to co-participate in the construction of an IoE standardization system, building an IoE standardization scheme with multiple participants and joint forces, and establishing and improving a system of standardization organizations that meet the requirements of the IoE development. 坚持广泛参与、协同推进。结合我国能源互联网技术和产业发展实际,调动有关示范项目单位和相关标准化组织共同参与能源互联网标准体系建设,形成多方参与、多元共建的能源互联网标准化工作格局,建立完善符合能源互联网发展需求的标准化组织体系。
Continuing the comprehensive planning and top-level design: preparing a roadmap of IoE technological development and standardization in China; focusing on the construction of IoE standardization system; accelerating the development of basic standards in nomenclature, structure, and use cases; and developing the energy interoperability standards in consideration of the developments of smart power grid, ubiquitous power Internet of Things (“UPIoT”), smart cities, and Intelligent & Connected Vehicle (“ICV”). 坚持全面规划、顶层设计。制定我国能源互联网技术发展和标准化工作路线图,重点开展能源互联网标准化体系建设,加快术语、架构、用例等基础标准制定;结合智能电网、泛在电力物联网、智慧城市、智能网联汽车发展,制定能源互动标准。
Continuing the cross-sector integration and innovation-driven development: centering on the building of a new energy system; establishing a working mechanism in which different sectors, fields and departments can collaborate with and support each other; seeking to build a collaboration mechanism consisting of special standardization organizations in various areas, such as electricity, cooling, heating, natural gas, and transportation; creating new IoE business models; realizing energy trading; and promoting the construction of the energy market. 坚持跨界融合、创新驱动。以建立新型能源体系为核心,构建跨行业、跨领域、跨部门协同发展、相互促进的工作机制,探索建立电、冷、热、燃气、交通等专业标准组织的协同机制,创新能源互联商业模式,实现能源交易,推动能源市场建设。
Continuing the pilot program and standard guidance: drawing on the experiences from the pilot program of IoE standardization in Xiong'an New Area; promoting the effective combination of technological innovation and standard development; promptly turning the technological achievements into standards and putting them into pilot programs and practices, and developing a typical standardization mode that can be easily replicated and promoted; intensifying the assessment of standardization results, and creating a virtuous circle including technical development and research, standard guidance, and industrial development. 坚持示范先行、标准引领。结合雄安新区能源互联网标准化试点工作经验,推进技术创新与标准研制有效结合,及时将科技成果转化为标准并试点应用,形成可复制可推广的标准化典型模式。强化标准实施效果评价,形成技术研发、标准引领、产业发展的良性循环局面。
3. Development Objectives (三)发展目标。
By 2020, the establishment of the IoE standardization roadmap and standard system framework will be completed; and more than 30 IoE basic and general standards will be developed (including technical requirements in such aspects as nomenclature, conceptual model, architecture, general use cases, information security, examination, acceptance and assessment of pilot programs) to meet the requirements for the development and application of IoE pilot programs. 到2020年,完成能源互联网标准化工作路线图和标准体系框架建设。制定30项以上能源互联网基础和通用标准,涵盖术语、概念模型、体系架构、通用用例、信息安全、示范试点验收和评价等方面技术要求,满足能源互联网示范试点项目建设需要和逐步应用需要。
By 2025, the standard system that can support the requirements for IoE industrial development and application will be established; more than 50 IoE standards (including the standards of interactive technologies, such as active distribution networks, micro energy networks, energy storage, and electric vehicles) will be developed to fully support the IoE project development, and the promotion and application of relevant technologies; and China will exert more impact on and play a leading role in the international IoE standardization work. 到2025年,形成能够支撑能源互联网产业发展和应用需要的标准体系。制定50项以上能源互联网标准,涵盖主动配电网、微能源网、储能、电动汽车等互动技术标准,全面支撑能源互联网项目建设和技术推广应用。我国在能源互联网国际标准化工作中影响力大幅提升,发挥引领作用。
II. Key Tasks 法宝  二、重点任务
1. Building an IoE standardization system: strengthening the top-level design of standards, building a standardization system that is systematic, consistent, compatible and open-ended, providing effective guidance to the IoE standardization, and paving the way for developing an IoE standardization proposal and preparing an annual revision plan. (一)构建能源互联网标准体系。加强标准的顶层设计,构建系统、协调、兼容、开放的标准体系,有效指导能源互联网标准化的开展,为制定能源互联网标准规划、编制年度制修订计划奠定基础。
2. Completing an IoE standardization roadmap: recognizing the current status of standardization, analyzing the deficiency of standards, and preparing an annual work plan for standardization; and coordinating the plan, and creating a table of key tasks and time schedule for the IoE standardization in consideration of the development of IoE and the construction of the energy market. (二)完成能源互联网标准化工作路线图。梳理现有标准现状,分析标准缺失,提出标准年度工作计划。统筹规划,结合我国能源互联网发展进程和能源市场建设进展,提出能源互联网标准化工作重点及时间表。
3. Speeding up the development of standards in key fields: developing and establishing basic standards in IoE nomenclature, conceptual models, architecture, and general use cases; and developing the standards for interactive technologies such as active distribution network, micro energy network, energy storage, and electric vehicle; (三)加快重点领域标准制定。研制能源互联网术语、概念模型、体系架构、通用用例等基础标准;结合相关产业发展,制定与主动配电网、微能源网、储能、电动汽车等互动技术相关标准;制定信息安全、示范试点验收和评价等标准,支撑能源互联网试点示范项目的验收评价工作。
4. Promoting the implementation of IoE standards: pushing forward the implementation of standards, building a positive feedback mechanism involving IoE pilot programs and the establishment of standards, conducting the research and analysis of the theories and methods of IoE benefits assessment, and building a standard system for assessment technologies. (四)推进能源互联网标准的实施。推动标准实施,建立能源互联网试点示范项目与标准制定的正向反馈机制,开展能源互联网效益评价原理与方法的研究和分析,构建评价技术标准体系。
5. Strengthening the cooperation with International organizations and advancing the development of global IoE: stepping up communication and cooperation with international standardization organizations and international technical organizations in standard setting and international exchange; giving play to the role of standards in jointly building “Belt and Road”; promoting the concept of global IoE; and increasing the impact of China in international standardization of IoE. (五)加强与国际组织合作,推进全球能源互联网发展。与国际标准化机构和国际技术组织等在标准制定、国际交流等领域加强联系和合作,发挥标准在联通共建“一带一路”行动中的作用,推广全球能源互联网理念,提升我国在能源互联网国际标准化领域的影响力。
6. Establishing a coordination mechanism and technical support framework for IoE standardization: introducing the relevant policies and measures, intensifying the coordinated efforts in IoE standardization, and focusing on the researches on major issues. (六)建立能源互联网标准化工作协调机制和技术支撑机构。制定政策措施,加强能源互联网标准化宏观协调,研究重大问题。
III. Guarantee Measures   三、保障措施
1. Creating new ways of standardization: encouraging group standards to play a bigger role in IoE standardization; explore various forms of achievements in standardization according to the characteristics of different standards; and building a mechanism in which the development of standards can be updated in a timely manner so as to meet the needs of rapid development of IoE technologies. (一)创新标准化工作方式。鼓励团体标准在能源互联网标准化工作中发挥作用。根据不同标准类型特点,探索多种标准成果表现形式。建立更加及时的标准动态更新机制,满足能源互联网技术快速发展需要。
2. Improving the training for professional personnel and the building of technical teams: optimizing the relevant standardization organizations; harness the strengths of technical standardization organizations in IoE-related fields; and building technical teams for IoE enterprises. (二)加强人才培养和技术队伍建设。完善相关标准化技术组织,充分发挥现有能源互联网相关领域标准化技术组织的作用,建立能源互联网企业标准化工作队伍。
3. Increasing the fund investment: actively pursuing various special supports from the central government, attracting the fund investment from enterprises and local authorities, and motivating the enthusiasm of enterprises so as to provide multiple channels for investment and support various types of participants. (三)加大资金投入。积极争取国家各类专项支持,引导行业、地方资金投入,调动企业积极性,形成多渠道投入、多主体参与的格局。
4. Intensifying efforts in publicity: strengthening the publicity for IoE standardization and enhancing its impact by means of pilot programs and major standardization activities through newspaper, Internet and other media. (四)提高宣传力度。利用示范试点工程以及标准化重大活动,借助报刊、网络等媒体,加大能源互联网标准化工作宣传力度,提高能源互联网标准化工作的影响力。
