全国人大常委会2014年立法工作计划

（2013年12月16日第十二届全国人民代表大会常务委员会第十四次委员长会议原则通过　2014年4月14日第十二届全国人民代表大会常务委员会第二十一次委员长会议修改）

2014年，是贯彻落实党的十八届三中全会全面深化改革总体部署的第一年，是贯彻实施十二届全国人大常委会立法规划的重要一年。全国人大常委会立法工作，要以邓小平理论、“三个代表”重要思想、科学发展观为指导，全面贯彻落实党的十八大、十八届二中、三中全会和习近平总书记系列重要讲话精神，紧紧围绕全面深化改革的战略部署，发挥立法的引领、推动和保障作用，加强重点领域立法，注重各方面法律制度的协调发展，积极推进科学立法、民主立法，扩大公民有序参与立法途径，着力提高立法质量，切实增强法律的可执行性和可操作性，更加注重法律的有效实施，为全面深化改革、全面建成小康社会、实现中华民族伟大复兴的中国梦提供坚实有力的法制保障。
　　一、做好法律案审议工作
按照完善中国特色社会主义法律体系的要求，根据五年立法规划和常委会2014年工作要点的安排，突出重点，统筹兼顾，对2014年法律案审议工作作如下安排：
（一）继续审议的法律案
1环境保护法（修改）（4月）
2军事设施保护法（修改）（6月）
3资产评估法（8月）
4行政诉讼法（修改）（10月）
预算法（修改）、土地管理法（修改）根据情况，适时安排审议。
（二）初次审议的法律案
1安全生产法（修改）（2月）
2关于刑法、刑事诉讼法有关规定的解释（4月）
3航道法（4月）
4广告法（修改）（6月）
5行政复议法（修改）（6月）
6立法法（修改）（8月）
