| For purposes of thoroughly implementing the decisions and arrangements of the 19th CPC National Congress and the Fourth Plenary Session of the 19th CPC Central Committee, implementing the requirements of the central authorities for advancing the reform of the price mechanism and improving the diversified resolution mechanism of conflicts and disputes, providing public services for resolution of price disputes, and establishing a price dispute resolution mechanism that is organically connected with the mediation and litigation systems, the Opinions on Further Conducting the Mediation of Price Disputes are hereby issued to you for your implementation and compliance in light of actual circumstances. Guiding ideology: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, efforts shall be made to thoroughly implement the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee, conscientiously implement the requirements of the central authorities for advancing the reform of the price mechanism and improving the diversified resolution mechanism of conflicts and disputes, specify the scope of mediation, keep the channels for mediation unimpeded, improve systems and mechanisms, reinforce safeguards, resolve price disputes in a legal, fair and efficient manner, continuously improve the credibility of mediation of price disputes, and meet the diversified dispute settlement needs of the people. | | （一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，认真落实中央关于推进价格机制改革和完善矛盾纠纷多元化解机制的要求，明确调解范围，畅通调解渠道，完善制度机制，强化保障措施，依法、公正、高效化解价格争议纠纷，不断提高价格争议纠纷调解公信力，满足人民群众多元的纠纷解决需求。 |

Basic principles: Adherence to conducting mediation according to the law: Mediation shall be conducted in compliance with the laws, regulations and policies issued by the state, without prejudice to the national interest, public interest, or the lawful rights and interests of others. | | （二）基本原则。坚持依法调解。不违背法律、法规和国家政策，不得损害国家利益、社会公共利益或者他人合法权益。 |
Adherence to conducting mediation under the principle of free will: The wills of the parties shall be fully respected, and the parties shall be actively guided in preferring to resolve disputes by means of mediation, so as to promote the both parties to reach a mediation agreement on the basis of equity and free will.
